IMPLEMENTASI PERATURAN DAERAH KOTA PONTIANAK NO 3 TAHUN 2014 TENTANG PENYELENGGARAAN PERLINDUNGAN ANAK

Introduction

Implementasi peraturan daerah kota pontianak no 3 tahun 2014 tentang penyelenggaraan perlindungan anak. Telusuri implementasi Perda Pontianak No 3/2014 tentang perlindungan anak. Analisis faktor komunikasi, sumber daya, disposisi, & birokrasi dalam mengatasi eksploitasi anak di Pontianak.

Abstract

Penelitian ini bertujuan untuk menganalisis Implementasi Peraturan Daerah Kota Pontianak No 3 Tahun 2014 Tentang Penyelenggaraan Perlindungan Anak. Adapun metode penelitian ini adalah kualitatif. Permasalahan masih maraknya anak - anak di bawah umur yang di eksploitasi untuk menjadi pengemis di perempatan lampu merah menjadi topik menarik untuk di teliti. Proses pelaksanaan Implementasi di bedah menggunakan model implementasi Edward III (dalam Agustino 2017, 135) 1) Komunikasi, Implementasi yang efektif akan terlaksana, jika para pembuat kebijakan mengetahui mengenai apa yang mereka kerjakan. 2) Sumber Daya, syarat berjalannya suatu organisasi adalah kepemilikan terhadap sumberdaya (resources) yang mumpuni. 3) Disposisi, jika para pelaksana mempunyai dukungan terhadap implementasi kebijakan maka implementasi kebijakan akan terlaksana dengan baik. 4) Struktur Birokrasi, Implementasi kebijakan yang sangat kompleks menuntut adanya kerjasama banyak pihak. Maka diperlukan struktur birokrasi yang kondusif. Hasil penelitian ini menunjukan faktor yang mempengaruhi kurang maksimalnya Implementasi Peraturan Daerah Kota Pontianak No 3 Tahun 2014 Tentang Penyelenggaraan Perlindungan Anak. Kemudian saran bagi penelitian ini adalah sebagai berikut : 1) Komunikasi, di harapkan kepada pelaksana kebijakan agar tepat dalam melakukan komunikasi penyampaian informasi terkait kebijakan, 2) Sumberdaya, di harapkan untuk lebih meningkatkan jumlah petugas pelaksana kebijakan, 3) Disposisi, di harapkan untuk tetap berkomitmen dalam melaksanakan kebijakan, 4) Struktur Birokrasi, tetap melakukan pembagian tugas sesuai dengan aturan atau petunjuk teknis yang ada..Kata Kunci: Implementasi, Perlindungan Anak.

The findings of this research compellingly highlight the factors contributing to the suboptimal implementation of the regulation, directly correlating with the components of Edward III's model. Consequently, the study offers targeted and practical recommendations, suggesting improvements in communication among implementers, an increase in personnel and resources, enhanced commitment from policy actors, and a more conducive bureaucratic structure with clear task division. This direct link between identified problems and actionable solutions is a significant strength, providing valuable insights for policymakers and practitioners aiming to enhance child protection efforts in Pontianak and potentially other similar contexts.
