This research paper, titled "The Strategic Role of Stakeholders in Stunting Alleviation through the MACTOR Method," offers a pertinent and original investigation into a critical public health issue. By uniquely applying the MACTOR (MActor-COnflict-TRategy) analysis method within a mixed-methods framework, the study delves into the complex interplay of stakeholders involved in stunting alleviation efforts in Jember Regency. The paper's objectives are clearly defined: to analyze the roles, interests, and influence of key actors and assess their coordination's impact on improving human resource quality. This novel application of MACTOR to connect stakeholder dynamics directly with stunting outcomes and human capital development represents a significant contribution to both methodology and public policy discourse. The empirical findings of the study reveal several critical insights into the challenges faced in stunting alleviation programs. The research meticulously identifies an uneven distribution of stakeholder roles, coupled with limited coordination and varying levels of influence among the involved parties. Crucially, the study highlights that this weak synergy among actors substantially reduces the overall effectiveness of stunting reduction initiatives and consequently hinders progress in human resource quality within the region. These results provide concrete evidence for the systemic inefficiencies that can plague multi-stakeholder interventions and underscore the urgent need for a more structured and collaborative approach. While the research effectively identifies significant challenges, a deeper exploration of the *mechanisms* underlying the identified "uneven roles" and "limited coordination" would further strengthen its contribution. The abstract mentions the MACTOR method but could benefit from explaining how this method specifically illuminates the *causes* of these inefficiencies and provides actionable insights for overcoming them. For future work or elaboration, the paper could potentially offer a more detailed analysis of the power dynamics revealed by MACTOR, suggesting specific strategies to empower less influential but critical stakeholders, or outlining how the MACTOR output can be directly translated into a concrete, integrated policy framework with clearer role distributions. This would enhance the study's practical utility beyond simply identifying problems, by providing a more explicit roadmap for strategic interventions derived directly from the analytical method.
