Abstract

A culture of quality in the education environment, especially in primary schools, is a fundamental factor in improving the quality of learning and school management. One of the efforts to achieve this is through the implementation of the Internal Quality Assurance System (SPMI), which aims to ensure the fulfillment of educational standards on an ongoing basis. This study aims to analyze the strategic steps in building a culture of quality through the implementation of SPMI in primary schools. The literature research method was used to review various relevant literatures related to the concept of quality culture, SPMI policies, and best practices that have been implemented in various basic education institutions. The results show that the implementation of SPMI requires the commitment of all stakeholders, the establishment of a quality assurance team, thorough socialization, and the integration of the PPPEP cycle (Mapping, Planning, Implementation, Evaluation, and Control) in the learning process. In addition, strengthening the quality culture through habituation, teacher training, and active participation of the school community is the key to success. The conclusion of this study underscores the importance of commitment, synergy and innovation in building a quality and competitive education system.

Review

This paper, titled "Strategic Steps for Implementing An Internal Quality Assurance System in Elementary Schools," addresses a critically important area within educational administration. The abstract clearly outlines the significance of fostering a quality culture and implementing an Internal Quality Assurance System (SPMI) in primary schools to enhance learning and management. The chosen methodology, a literature review, is appropriate for synthesizing existing knowledge and proposing a conceptual framework or set of guidelines for such an initiative. The abstract effectively conveys the problem, the study's aim, and the overall approach. The abstract effectively communicates several key findings and practical steps crucial for successful SPMI implementation. It correctly identifies the necessity of stakeholder commitment, the formation of a dedicated quality assurance team, comprehensive socialization, and the systematic integration of the PPPEP cycle (Mapping, Planning, Implementation, Evaluation, and Control) into school processes. Furthermore, the emphasis on strengthening the quality culture through habituation, teacher training, and active community participation underscores a holistic approach to sustained improvement. These findings offer valuable insights and actionable recommendations for educational practitioners and policymakers. While the abstract provides a strong overview, it could be further enhanced by briefly detailing the specific types of literature reviewed (e.g., policy documents, empirical studies, theoretical frameworks) to give readers a clearer sense of the scope of the synthesis. Additionally, to fully leverage the "strategic" aspect highlighted in the title, the abstract might hint at how these identified steps are not merely a compilation of best practices but rather integrated into a novel or specifically sequenced framework for effective implementation. Future empirical research could then validate the efficacy of these proposed strategic steps in diverse elementary school settings.
