Abstract

Increased numbers of beggars and homeless people can lead to a decline in the quality of life in urban areas, as well as increased social tensions and inequality. This situation can also lead to social stigmatisation of this vulnerable group, which then worsens their condition and complicates efforts to reintegrate into society. The purpose of this research is to analyse the role of the Pinrang Regency government in handling vagrants and beggars. The type of research used is a qualitative approach with a qualitative description research type. The results showed that the Social Service and Satpol PP collaborated in handling vagrants and beggars in Pinrang Regency. However, the findings are that the cooperation has not been effective. The results of the research conducted revealed that the role of the Social Service in handling vagrants and beggars in Pinrang Regency still has not reached the expected level of effectiveness. Although planning has been carried out by Satpol PP and the Social Service of Pinrang Regency, the results obtained do not meet expectations.

The abstract does not offer deeper insights into *why* the collaboration proved ineffective beyond "results do not meet expectations," which is crucial for a descriptive study aiming to inform policy or practice. Furthermore, the absence of any mention of other potential sectors (e.g., NGOs, community groups, private sector) limits the paper's ability to genuinely address "cross-sectoral" dynamics as implied by its title. Despite the identified limitations in scope, the finding of ineffective inter-agency collaboration within the government is an important contribution, providing a basis for internal improvements within the Pinrang Regency administration. To fully realize the promise of its title, future research or an expansion of this study's scope would greatly benefit from investigating the precise mechanisms and challenges contributing to this ineffectiveness. Furthermore, it would be highly valuable to explore the perspectives and potential roles of non-governmental organizations, community groups, and other relevant stakeholders in developing a truly "cross-sectoral" and more holistic approach to managing homelessness and begging. Such an expansion would offer a more comprehensive understanding and actionable recommendations for sustainable solutions to this complex social issue.
