The present study is motivated by the need of village governments to manage assets in a more orderly, transparent, and accountable manner. This study aims to analyze the effectiveness of the Village Asset Management System (SIPADES) implementation in improving the administrative orderliness of village assets in Sumber Village, Kradenan Subdistrict, Blora Regency. The method used is descriptive qualitative research with data collection techniques through interviews, observations, and documentation. The research samples consist of the Village Head, Village Secretary, and SIPADES Operator of Sumber Village. The results show that SIPADES helps in digitally recording and managing village assets, thereby enhancing transparency and accountability. However, challenges such as delays in recording new assets, data inconsistencies, and manual supervision still occur. Inaccurate asset recording has the potential to cause legal issues and disputes in the future. In conclusion, SIPADES plays an important role in supporting more orderly village asset management, but improvements are needed in the data updating process and real-time supervision mechanisms. This study recommends increasing operator training and implementing real-time reporting systems to optimize SIPADES usage.
This study, titled "Implementasi SIPADES dalam Administrasi Pengelolaan Aset Desa Sumber Kecamatan Kradenan Kabupaten Blora," addresses a crucial aspect of local governance: the effective management of village assets. Motivated by the imperative for more orderly, transparent, and accountable asset administration, the research sets out to analyze the effectiveness of the Village Asset Management System (SIPADES) implementation in Sumber Village. Employing a descriptive qualitative methodology, the study gathers data through interviews, observations, and documentation from key village officials, offering a practical lens into the operational realities of e-governance tools at the grassroots level. This approach is well-suited for understanding the nuances of system adoption and the challenges encountered in a specific administrative context. The findings indicate that SIPADES plays a significant role in improving village asset management by enabling digital recording, thereby enhancing transparency and accountability. This highlights the potential of technology to streamline administrative processes in rural settings. However, the study astutely identifies several persistent challenges that temper its full effectiveness, including delays in recording new assets, data inconsistencies, and the continued reliance on manual supervision. These issues can lead to inaccuracies and, critically, have the potential to cause legal disputes. The conclusion aptly summarizes that while SIPADES is an important tool, its optimal utilization is hampered by these operational deficiencies, underscoring the need for targeted improvements in data updating and real-time oversight. Overall, this research makes a valuable contribution by offering a realistic assessment of an e-governance initiative at the village level. Its strength lies in identifying both the benefits and the practical implementation hurdles, providing actionable insights for policymakers and village administrators. The recommendations—focusing on increased operator training and the implementation of real-time reporting systems—are pertinent and directly address the identified weaknesses. While the single-village scope provides in-depth understanding, future research could expand to comparative studies across multiple villages or explore the long-term impact of implementing the suggested improvements, further solidifying the evidence base for effective e-governance in local administration.
