Mengatasi tantangan SDM & anggaran, mentransformasi perpustakaan jadi modern & inklusif.
The Regional Library of Serdang Bedagai Regency is experiencing dynamic development that requires visionary leadership to meet the demands of the times. This study aims to analyze the implementation and challenges faced by the Head of the Regional Library in applying a visionary leadership style. This research adopts a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. Data analysis was conducted using the Miles and Huberman model, which involves data reduction, data display, and conclusion drawing. The results indicate that the Head Librarian has successfully implemented a visionary leadership style in accordance with Robbins’ theory, which includes three main characteristics: a realistic vision, a credible vision, and an attractive vision. However, significant challenges remain, particularly the limited human resources who have not fully mastered information technology, as well as budget constraints. Nevertheless, the leader has been able to respond to these challenges with adaptive and collaborative strategies. This study concludes that visionary leadership plays an important role in transforming regional libraries into more modern, inclusive, and future-oriented institutions.
The paper "Implementasi Gaya Kepemimpinan Visioner Kepala Perpustakaan dalam Pengelolaan Perpustakaan Daerah Kabupaten Serdang Bedagai" presents a timely and relevant investigation into the application of visionary leadership within the context of regional library management. Utilizing a descriptive qualitative approach, the study effectively explores how the Head of the Serdang Bedagai Regional Library employs visionary leadership principles, aligning its findings with established theories such as Robbins' framework for realistic, credible, and attractive visions. The research successfully highlights the proactive role of leadership in navigating dynamic environmental demands, positioning the library for modernization and future orientation, which is a commendable achievement for institutions facing rapid technological and social shifts. While the study provides a valuable description of visionary leadership implementation, some areas could benefit from further elaboration or critical assessment. The abstract indicates "significant challenges" related to limited human resources in information technology and budget constraints. Although the leader is noted for responding with "adaptive and collaborative strategies," the abstract does not delve into the specific nature, effectiveness, or measurable impact of these strategies in mitigating the identified challenges. A deeper qualitative analysis of *how* these strategies overcome the very significant hurdles, and perhaps a more nuanced discussion of the extent to which the implementation remains "successful" despite these obstacles, would strengthen the paper's analytical depth. Exploring the specific interplay between leadership actions and the *actual transformation* of the library, rather than merely stating the conclusion, could also add greater substance. Overall, this study offers a pertinent contribution to both library science and leadership studies, particularly in understanding leadership dynamics in public sector organizations in developing regions. Its focus on practical implementation and challenges provides valuable insights for library managers and policymakers aiming to foster modern, inclusive, and future-oriented institutions. The findings underscore the critical role of visionary leadership in institutional development. Given its clear methodology and relevant findings, this paper is recommended for publication, with a suggestion that the authors consider expanding on the specific mechanisms and outcomes of the adaptive strategies in their full manuscript, thereby enriching the discussion on navigating real-world constraints.
