This research aims to find out, analyze, and describe the effectiveness of the application of the Social Welfare Information System - Next Generation (SIKS-NG) application in proposing social assistance. This research uses a qualitative descriptive method with data collection techniques through direct observation, interviews, and documentation. The informants in this study were determined by purposive sampling, namely the Keper Village SIKS-NG operator, Mr. Imam Sugiantoro as the Head of the Welfare Section. The results of the research adjusted to the theory of Richard M. Steers show that in the adaptation indicator there are still obstacles in the lack of training, system update problems, and technical constraints. In the goal achievement indicator, there is a mismatch between the data on beneficiaries proposed by the village and those that come down from the center. And the integration indicator shows that there is a lack of socialization related to this application so that community involvement in proposing beneficiaries is also lacking.
This research provides a timely and relevant examination of the effectiveness of the Social Welfare Information System - Next Generation (SIKS-NG) application in proposing social assistance, a critical function in social welfare delivery. Employing a qualitative descriptive method with data collected through observation, interviews, and documentation, the study aims to thoroughly analyze and describe the operational aspects and challenges faced by the system at the local level. The selection of informants, including the Keper Village SIKS-NG operator and the Head of the Welfare Section, appears appropriate for gaining focused insights into the practical application of the system. The study's strength lies in its structured approach, applying the theoretical framework of Richard M. Steers to assess effectiveness across adaptation, goal achievement, and integration indicators. The findings present a clear picture of the hurdles encountered. Specifically, in the adaptation indicator, issues such as inadequate training, system update problems, and general technical constraints are highlighted. For goal achievement, a significant discrepancy is noted between beneficiary data proposed by the village and the data ultimately approved by the central government, suggesting potential systemic issues in data synchronization or eligibility criteria application. Lastly, the integration indicator reveals a lack of socialization regarding the application, consequently limiting community involvement in the beneficiary proposal process. While providing valuable insights into the operational challenges within a specific village, the research implicitly points towards broader systemic issues within the SIKS-NG implementation. The identified obstacles – insufficient training, inconsistent system updates, data mismatches, and poor community engagement – are critical areas requiring immediate attention from policymakers and system administrators. Future recommendations should emphasize the development of robust training modules, improved technical support structures, enhanced data validation protocols to ensure consistency between local and central data, and comprehensive community outreach programs. Expanding this qualitative inquiry to multiple regions could further validate these findings and inform more generalized strategies for optimizing digital social welfare systems across Indonesia.
