Abstract

Review

This study, titled "Studi Pemanfaatan Air Bendung Kaligending untuk Kebutuhan Air Irigasi," addresses a highly pertinent issue in agricultural nations like Indonesia: the sustainable management of water resources for irrigation. The paper clearly identifies the core problem as the increasing demand for irrigation water in the face of limited availability at the Kaligending Weir. The objectives are well-defined, focusing on analyzing water availability, demand, and water balance, ultimately aiming to develop practical operational guidelines for water allocation based on the Relative Water Supply Factor (faktor k). This research is timely and crucial, offering a direct approach to optimize water use in a critical agricultural setting. The methodology employed appears robust and appropriate for the stated objectives. The use of the Arithmetic method for average rainfall, the Modified Penman method for evapotranspiration, and a comprehensive water balance analysis to derive operational water allocation strategies based on factor k, demonstrates a sound technical approach. The findings provide valuable quantitative insights, indicating significant seasonal variations in water balance, with a large surplus in December and a notable deficit in November. Crucially, the study quantifies sufficiency, revealing that 79.17% of periods have sufficient water, while 20.83% face deficits. The calculated factor k values for each planting season (0.92, 1.00, and 0.71) directly inform the proposed water allocation patterns, leading to recommendations for continuous irrigation in the first two seasons and a rotational (Gilir Tersier) system for the third season, involving a 3-block rotation over 15-day periods to meet demand. Overall, this is a well-structured and highly practical study. Its primary strength lies in its direct applicability, transforming complex hydrological data into tangible, actionable recommendations for water managers at the Kaligending Weir. The detailed analysis of water balance and the development of specific irrigation patterns based on factor k represent a significant contribution to localized water resource management. While the abstract presents a clear picture of the findings and their immediate implications, a full paper would benefit from a discussion on data sources, potential limitations, and the long-term sustainability implications of the proposed operational scheme. Nevertheless, this research provides an excellent framework for optimizing irrigation water use and ensuring agricultural productivity in regions facing similar water resource challenges.
