Review

This research paper, titled "Strategy Public Sector Leadership dalam Peningkatan Kualitas Pelayanan pada Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sulawesi Tengah," addresses a crucial topic concerning the enhancement of public service quality within a specific regional context in Indonesia. The study's primary objective is to investigate how public sector leadership strategies are implemented to improve service delivery at the Department of Community and Village Empowerment of Central Sulawesi Province. By adopting Van Wart's (2003) established theoretical framework, which systematically analyzes leadership through the lenses of skills, traits, and styles, the paper provides a structured approach to understanding the multifaceted nature of effective leadership in the public domain. The methodology employed is qualitative, relying on in-depth interviews with key informants and comprehensive document analysis to gather rich, contextual data. This approach is well-suited for exploring the nuances of leadership strategies and their practical application. The findings reveal that effective public sector leadership is not monolithic but requires a balanced integration of technical competencies, personal characteristics, and adaptive leadership approaches. Specifically, the research highlights the significant contribution of participative and transformational leadership styles, when combined with strong technical skills and ethical traits, to the tangible improvement of public service quality. These findings resonate with broader literature on effective leadership while grounding them in a specific governmental context. Overall, the paper presents a timely and relevant contribution to the literature on public administration and leadership, particularly for developing contexts. Its strength lies in the application of a robust theoretical framework to a real-world governmental agency, offering practical insights for policymakers and public sector managers. The emphasis on the integration of various leadership dimensions underscores the complexity and comprehensive nature required for driving service quality improvements. Future work could potentially delve deeper into the specific challenges encountered in implementing these strategies and how they were overcome, offering a more granular understanding of success factors within the unique institutional and cultural landscape of Central Sulawesi.
