This study aims to analyze the legal responsibility of the Rembang Police in implementing traffic engineering on the Pantura Highway and to identify the challenges encountered in its enforcement. The research is motivated by the increasing traffic complexity along the Pantura route, which significantly impacts logistics distribution, road safety, and public trust in law enforcement institutions. The urgency of this study lies in assessing the extent to which the police fulfill their mandate under Article 13 paragraph (1) of Law No. 22 of 2009, not merely as an administrative duty but as a reflection of public legal accountability. Using a normative juridical method combined with a qualitative approach, this study draws on secondary data from legislation, academic literature, and official police reports. The findings reveal that while the Rembang Police have implemented several traffic engineering strategies, these efforts remain constrained by limited human resources, weak inter-agency coordination, and inadequate infrastructure. The novelty of this research lies in its exploration of the institutional accountability dimension of the police in traffic engineering, a perspective often overlooked in studies that predominantly address technical and operational aspects. The study concludes that strengthening institutional capacity within the police is crucial, encompassing short-term measures such as human resource and infrastructure improvements, as well as long-term strategies including integrated data systems, institutional reform, and enhanced public participation to ensure effective, equitable, and sustainable traffic management along the Pantura Highway. Penelitian ini bertujuan untuk menganalisis pertanggungjawaban hukum Kepolisian Resor Rembang dalam pelaksanaan rekayasa lalu lintas di Jalan Pantura serta mengidentifikasi berbagai tantangan yang dihadapi dalam penegakannya. Kompleksitas lalu lintas di jalur Pantura yang secara langsung memengaruhi kelancaran distribusi logistik, keselamatan pengguna jalan, dan tingkat kepercayaan publik terhadap institusi kepolisian. Urgensi penelitian ini terletak pada upaya menilai sejauh mana kepolisian memenuhi mandatnya sebagaimana diatur dalam Pasal 13 ayat (1) Undang-Undang Nomor 22 Tahun 2009, bukan semata sebagai kewajiban administratif, melainkan sebagai bentuk pertanggungjawaban hukum kepada publik. Metode penelitian menggunakan pendekatan yuridis normatif yang dipadukan dengan pendekatan kualitatif, dengan memanfaatkan data sekunder yang berasal dari peraturan perundang-undangan, literatur, serta laporan resmi kepolisian. Hasil penelitian menunjukkan bahwa Kepolisian Resor Rembang telah menerapkan berbagai strategi rekayasa lalu lintas, namun implementasinya masih terkendala oleh keterbatasan sumber daya manusia, lemahnya koordinasi antarinstansi, serta kurang memadainya infrastruktur pendukung. Kebaruan penelitian ini terletak pada penekanan terhadap dimensi akuntabilitas kelembagaan kepolisian dalam rekayasa lalu lintas, yang jarang dibahas dalam penelitian sebelumnya yang lebih berfokus pada aspek teknis dan operasional. Penelitian ini menyimpulkan bahwa penguatan kapasitas kelembagaan kepolisian menjadi hal yang mendesak, baik melalui langkah jangka pendek berupa peningkatan kualitas sumber daya manusia dan infrastruktur, maupun langkah jangka panjang berupa integrasi data, reformasi kelembagaan, serta pelibatan masyarakat untuk mewujudkan sistem rekayasa lalu lintas di Pantura yang efektif, adil, dan berkelanjutan.
