Review

This paper presents a timely and relevant empirical study on the implementation of reintegration programs for female prisoners at the Class III Mataram Women's Penitentiary and Class II Mataram Correctional Board. The research clearly outlines its objectives: to identify rehabilitation patterns, reintegration processes, and the inhibiting factors encountered. The chosen methodology, empirical legal research with legislative, conceptual, and sociological approaches, appears suitable for exploring the practical realities of the correctional system. The abstract effectively highlights the dual focus on "pembinaan kemandirian" (independence development) through vocational training (crafts, culinary arts, ecoprint batik) and "pembinaan kepribadian" (personality development) via religious activities, national insight, scouting, and counseling, providing a comprehensive overview of the rehabilitation efforts. A significant strength of the study lies in its detailed exposition of the reintegration process, which involves assessment by the penitentiary and correctional board, followed by verification, program implementation, and monitoring and evaluation stages. This structured approach to reintegration is crucial for understanding the practical steps involved. Furthermore, the identification of inhibiting factors—encompassing legal aspects, law enforcement personnel, facility limitations, and societal attitudes—is particularly valuable. These factors offer critical insights into the real-world challenges faced by correctional authorities and female ex-offenders, providing a solid foundation for policy recommendations. However, the abstract leaves room for curiosity regarding the depth of analysis for each factor. A more explicit articulation of how these factors manifest specifically for female prisoners, or how their intersection impacts reintegration, would further strengthen the paper's contribution. Overall, this research makes a commendable contribution to the understanding of female prisoner reintegration within the Indonesian context. The findings on both the structured rehabilitation programs and the comprehensive list of inhibiting factors are highly pertinent for policymakers, correctional practitioners, and researchers interested in penal reform. To enhance the paper's impact, the authors might consider elaborating on the specific mechanisms through which the identified inhibiting factors impede reintegration and perhaps explore potential mitigation strategies or policy recommendations directly addressing these challenges. This study offers a valuable empirical lens into a critical aspect of the correctional system, underscoring the complexities involved in successfully re-integrating female prisoners into society.
