Introduction

Pelaksanaan peraturan daerah kabupaten sumbawa barat nomor 11 tahun 2020 tentang rencana tata ruang wilayah terhadap pemanfaatan ruang di kawasan peruntukan industri (studi di kecamatan maluk). Studi pelaksanaan Perda No. 11/2020 tentang Tata Ruang Wilayah di kawasan industri Maluk, Sumbawa Barat. Menyoroti efektivitas, hambatan hukum, penegak hukum, & partisipasi masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan serta hambatan dalam pelaksanaan pemanfaatan ruang di kawasan peruntukan industri di kecamatan maluk ditinjau dari Peraturan Daerah Nomor 11 Tahun 2020 tentang Rencana Tata Ruang Wilayah Kabupaten Sumbawa Barat. Jenis penelitian yang digunakan penelitian empiris dengan pendekatan sosiologis. Hasil penelitian menunjukkan bahwa pelaksanaan pelaksanaan pemanfaatan ruang di Kawasan Peruntukan Industri di Kecamatan Maluk telah berjalan namun kurang efektif karena masih terdapat tantangan dari segi faktor hukumnya, faktor penegak hukum dan faktor Masyarakat. Sehingga yang menjadi hambatan dalam pelaksanaannya ialah tidak adanya peraturan pelaksana, kurangnya petugas penegak hukum serta kurangnya partisipasi Masyarakat.

The research meticulously attributes this inefficiency to challenges stemming from three key factors: the legal framework itself, the capacity and actions of law enforcement agencies, and community engagement. More precisely, the identified impediments include the absence of crucial implementing regulations, an insufficient number of law enforcement officers, and a notable lack of community participation in the process. The findings offer a robust diagnosis of the practical difficulties faced by local governments in ensuring compliant and effective spatial planning. The paper's strength lies in its explicit identification of the factors hindering successful implementation, providing actionable intelligence for policymakers. Addressing these obstacles—through the development of clear implementing regulations, strengthening the capacity and numbers of enforcement personnel, and fostering genuine community involvement—is crucial for improving the efficacy of spatial planning and promoting sustainable industrial development in West Sumbawa. This research serves as a valuable call to action for local authorities to bridge the gap between regulatory intent and practical outcomes.
