Model manajemen risiko dalam administrasi pertahanan. Model manajemen risiko adaptif administrasi pertahanan Indonesia. Atasi ancaman hibrida & non-militer, perkuat ketahanan nasional dengan pendekatan sistematis, partisipatif, berbasis ISO 31000.
Defense administration faces complex challenges from hybrid and non-military threats that undermine national defense effectiveness. This study aims to formulate an adaptive risk management model through a systematic literature review of 35 academic articles, policy reports, and international standards. Data were analyzed using content analysis and thematic coding, adopting the ISO 31000:2018 framework and NATO AJP-3.15 doctrine. The findings highlight five key stages of risk management—identification, analysis, evaluation, mitigation, and monitoring—enriched with whole-of-government and whole-of-society principles. The novelty of this research lies in synthesizing international frameworks with Indonesia’s local context, producing a conceptual model of defense administration that is systematic, participatory, and responsive. These findings imply significant contributions for the Ministry of Defense and the Armed Forces in strengthening national defense resilience against multidimensional threats.
This paper, titled "MODEL MANAJEMEN RISIKO DALAM ADMINISTRASI PERTAHANAN," tackles a highly relevant and complex issue: risk management within defense administration, particularly in the context of hybrid and non-military threats. The authors' objective is to formulate an adaptive risk management model, leveraging a systematic literature review of 35 diverse sources, including academic articles, policy reports, and international standards. Their chosen methodology, employing content analysis and thematic coding, and explicitly adopting the ISO 31000:2018 framework and NATO AJP-3.15 doctrine, provides a robust foundation for synthesizing current knowledge. The study identifies and reinforces the five key stages of risk management—identification, analysis, evaluation, mitigation, and monitoring—and importantly integrates whole-of-government and whole-of-society principles. The central strength and claimed novelty of this research stem from its deliberate effort to synthesize established international risk management frameworks with the specific local context of Indonesia. This localized adaptation is crucial, as it promises to deliver a conceptual model for defense administration that is not only systematic and responsive but also highly participatory. By bridging global best practices with national realities, the study offers substantial theoretical contributions to defense studies and public administration. Furthermore, the identified implications for the Ministry of Defense and the Armed Forces suggest significant potential for practical application in strengthening national defense resilience against a spectrum of multidimensional threats. While the abstract effectively outlines the research's scope and contributions, a few areas could benefit from further elaboration to enhance its impact. Specifically, the "novelty" of the conceptual model could be more deeply articulated, perhaps by detailing how its adaptive features distinguish it beyond the application of existing frameworks to a new context. As a conceptual model derived from a literature review, the abstract implies significant practical contributions; however, it does not explicitly discuss how these implications would translate into actionable strategies or how the model's efficacy could be empirically validated. A brief mention of a proposed roadmap for future practical application or empirical validation would further solidify the paper's long-term utility and overall scholarly contribution.
