Bendungan Bagong dirancang untuk mereduksi banjir dari sungai bagong di kota trenggalek. Pekerjaan utama yang terealisasi di lapangan sampai dengan saat ini adalah kegiatan pekerjaan penggalian terowongan inlet bendungan dengan metode blasting. Potensi bahaya banyak sekali ditemukan di lingkungan penggalian terowongan inlet bendungan tersebut, sehingga tujuan dari penelitian ini untuk mengidentifikasi Bahaya, Penilaian dan Pengendalian Resiko pada pekerjaan pembangunan terowongan inlet bendungan bagong, mengetahui potensi risiko tersebut yaitu dengan menerapkan manajemen risiko. Metode penelitian ini deskriptif kualitatif dengan studi kasus. Data diperoleh melalui observasi, wawancara mendalam. Keabsahan data dilakukan dengan uji kredibilitas, uji dependabilitas dan uji konfirmabilitas. Analisis data menggunakan metode Hazard Identification Risk Assesment and Determining Control. Hasil penelitian menunjukkan 33 kasus bahaya, penilaian risiko bahaya dengan nilai risiko sedang sejumlah 2 kasus bahaya dan penilaian risiko bahaya dengan nilai risiko rendah sejumlah 31 bahaya. Pengendalian risiko yang sudah direncanakan dan dilaksanakan sejumlah 31 tindakan dan 2 tindakan masih belum dilaksanakan atau dalam proses.

The robustness of the data is further reinforced by the application of credibility, dependability, and conformability tests for validity. The analysis leveraged the Hazard Identification Risk Assessment and Determining Control (HIRA) method, which proved effective in systematically breaking down complex risks. The investigation successfully identified a substantial 33 distinct hazards. Risk assessment subsequently categorized these, with 2 hazards registering a moderate risk level and 31 categorized as low risk. Critically, the study also details the status of risk control measures, reporting that 31 actions have been planned and executed, with only 2 remaining either unexecuted or still in progress. The findings offer valuable, practical insights into the application of risk management principles within a high-stakes construction setting. The comprehensive identification of 33 hazards highlights a diligent approach to uncovering potential threats. While the majority of identified risks were classified as low, the presence of two moderate risks, particularly with their control measures still pending or in process, emphasizes critical areas that demand immediate and continuous attention to prevent potential incidents. This research significantly contributes to construction safety literature by providing a structured methodology and actionable results directly applicable to similar tunnel construction projects. It effectively demonstrates how a proactive risk management strategy can be implemented to enhance safety protocols, minimize occupational hazards, and ultimately lead to safer working conditions and more successful project outcomes.
