Abstract

Penelitian ini bertujuan untuk mengetahui peran Kementerian Agama sebagai instansi pemerintah yang memiliki kewenangan untuk mengawasi penyelenggara perjalanan haji dan umrah. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap pejabat Kemenag, biro travel, dan jamaah terdampak. Hasil penelitian menunjukkan bahwa Kanwil Kemenag Sumut menerapkan strategi pengawasan melalui prosedur perizinan ketat, pengawasan berkala dan insidental, serta pemanfaatan aplikasi digital seperti UMRAH CERDAS dan SISKOPATUH. Pencegahan dilakukan secara preventif melalui edukasi dan koordinasi lintas sektor, serta secara represif melalui penindakan biro travel bermasalah. Kendala utama meliputi pelanggaran oleh biro tidak resmi dan rendahnya literasi digital jamaah. Temuan ini menegaskan pentingnya penguatan sistem pengawasan yang terintegrasi, serta memberikan kontribusi terhadap pengembangan model pengawasan yang adaptif dan responsif dalam konteks perlindungan jamaah.
