Gandeng Gendong Program is a program to solve the issue of poverty in the city of Yogyakarta. In the implementation of activities, the governance structure of the Gandeng Gendong program involves 5K which consists of the Village (Yogyakarta City Residents), Campus (Tridarma), Yogyakarta City Government, Corporate (private), and Community. The purpose of research is to analyze Multi-Party partnerships and the implementation of the Gandeng Gendong program in poverty reduction in the city of Yogyakarta. This research uses a descriptive qualitative method. The results of this study show that in Giddens' structural theory, the relationship between "Gandeng Gendong Program" and "5K '' is a social practice. Especially if "Gandeng GendongProgram '' is understood as a structure and "5K" as an agency. The Gandeng Gendong Program uses a structure of legitimacy that can be in the form of social norms, values and standards. The structure formed is an agreement in the form of an MoU and has forums and work mechanisms that have been stated in the Yogyakarta City Regent Regulation No.23/2018. The Gandeng Gendong program for poverty alleviation uses a multi-party join program collaboration. There is a collaborative relationship between 5K partners who run the Gandeng Gendong program. Implementation of the Gandeng Gendong Program through Nglarisi activities in Jogja Smart Service (JSS) for MSMEs providing food and beverages.
This paper presents a timely and relevant study on multi-party partnerships in poverty alleviation, focusing on the "Gandeng Gendong Program" in Yogyakarta City, Indonesia. The program's innovative "5K" model, involving Village communities, Campuses, the City Government, Corporations, and the Community, offers a compelling case study for understanding collaborative governance in action. The research aims to meticulously analyze both the nature of these multi-stakeholder partnerships and their practical implementation in addressing urban poverty, thereby contributing valuable insights into local development strategies. The chosen descriptive qualitative methodology is well-suited for an in-depth exploration of this complex social program. The abstract highlights the application of Giddens' structural theory, conceptualizing the Gandeng Gendong Program as a 'structure' and the 5K partners as 'agency,' with their interaction forming a 'social practice.' This theoretical framing has the potential to provide a nuanced understanding of how institutional arrangements and individual actors shape the program's dynamics. The formalization of the program through an MoU, established forums, work mechanisms, and the Yogyakarta City Regent Regulation No.23/2018 demonstrates a robust institutional framework, which is crucial for the sustainability and effectiveness of such initiatives. The mention of "Nglarisi activities" via Jogja Smart Service (JSS) for MSMEs provides a concrete example of program implementation, linking the partnership's efforts to economic empowerment. Overall, this study promises to offer significant contributions to the fields of public policy, social development, and collaborative governance, particularly within the context of urban poverty in Indonesia. By detailing the structure and implementation of the Gandeng Gendong Program, the paper can serve as a valuable reference for policymakers and practitioners seeking to replicate successful multi-stakeholder models. While the abstract clearly outlines the partnership's form and initial activities, the full paper would benefit from a more explicit discussion of the direct causal links and mechanisms through which the described collaborative activities, especially the MSME support, translate into tangible and measurable poverty reduction outcomes for the target beneficiaries.
