Abstract

Health problems are a major problem in developing countries, including Indonesia. The Community Health Center (Puskesmas) is a first-level health service facility that organizes and coordinates promotive, preventive, curative, rehabilitative, and/or palliative health services in its working area. The purpose of this study is to understand the function of Puskesmas management in assessing the performance of Puskesmas in the working area of ​​the Mantup Puskesmas. The type of research used is qualitative descriptive research, the location of the study is the Mantup Puskesmas, Mantup District, Lamongan Regency, the informants in this study were the head of the Puskesmas, the person in charge of cluster 1, the person in charge of cluster 2, the person in charge of cluster 3, the person in charge of cluster 4 and the person in charge of cross-cluster Puskesmas Mantup. Data collection was carried out through in-depth interviews, observation and document searches, data analysis techniques using data reduction, data presentation, drawing conclusions. The results of the research for planning at the Mantup Puskesmas have been implemented well. Organizational efforts have been suboptimal, as some sub-health centers only have midwives as regional supervisors. Implementation is suboptimal due to limited staffing at sub-health centers. Supervision at Mantup Health Center has been functioning well and is being implemented regularly, but performance data is not yet available.Timely input into the existing application, considering the large number of applications that must be completed by service officers and program implementers at the Mantup Community Health Center. Suggestions included establishing a regional development team at the Assistant Community Health Center to optimize village activities, advising the Health Office on integrating health service applications at the Community Health Center, and innovations to improve Community Health Center performance.

This study offers a timely and relevant examination of the implementation and performance of management functions at the Mantup Community Health Center (Puskesmas) in Lamongan Regency, Indonesia. Given the pivotal role of Puskesmas in providing primary healthcare services and addressing public health challenges in developing countries, understanding their operational effectiveness is crucial. The paper's primary objective is to qualitatively describe how key management functions – planning, organizing, implementation, and supervision – are executed and how they relate to performance assessment within this specific healthcare facility. Employing a qualitative descriptive research design, the study focused on the Mantup Puskesmas, gathering data through in-depth interviews with key informants including the head of the Puskesmas and various cluster leads, alongside observations and document searches. Data analysis involved reduction, presentation, and conclusion drawing. The findings reveal a mixed picture: planning functions were assessed as well-implemented, and the framework for supervision was robust and regularly applied. However, significant shortcomings were identified in organizing and implementation, primarily attributed to suboptimal staffing levels, particularly at sub-health centers where midwives often serve as sole regional supervisors. A notable challenge in supervision was the lack of timely performance data input due, paradoxically, to the high volume of applications requiring completion by service officers. The research effectively highlights critical operational bottlenecks within the Mantup Puskesmas, demonstrating that while foundational aspects like planning and supervisory structures may be in place, resource limitations and administrative burdens can severely impede overall performance. The identified issues with suboptimal organizing, limited staffing, and the cumbersome nature of data entry across multiple applications provide concrete areas for intervention. The suggested recommendations – establishing regional development teams, advocating for integrated health service applications at the Puskesmas level, and fostering innovation – are highly practical and directly address the identified challenges. While the qualitative, single-case study design limits immediate generalizability, this detailed analysis offers valuable insights for local health authorities and informs strategies for strengthening primary healthcare delivery in similar contexts.
