Abstract

The development of the digital era in Indonesia has driven the implementation of e-government in governmental management and public services. The purpose of this article is to analyze the implementation of web-based information systems in public services in Tondowolio Village using three main indicators: support, capacity, and value. This study employs a descriptive qualitative approach, focusing on these three key indicators. The research subjects include village officials, website managers, and community members who use the website services, with informants selected through purposive sampling. Data were collected through interviews, field observations, and document studies and then analyzed using the Interactive Model Analysis, which includes data reduction, data presentation, and conclusion drawing. The study's findings indicate that the support of village government, the availability of technological infrastructure, and adequate human resources are key factors in the success of e-government. However, challenges remain in the areas of regulation, socialization, and public understanding of web-based services. The implementation of e-government in this village has brought significant benefits in improving the efficiency and transparency of public services, although further efforts are needed to optimize its use by the entire community.

This article presents a timely and relevant analysis of e-government implementation in public services, specifically focusing on a web-based system in Tondowolio Village, Kolaka Regency. The study's purpose is clearly defined, aiming to analyze implementation through a well-articulated framework of support, capacity, and value. The descriptive qualitative approach, employing purposive sampling for diverse informants (village officials, website managers, community members), along with robust data collection methods including interviews, observations, and document studies, suggests a thorough investigation into the local context. This focused case study offers valuable insights into the practicalities of digital transformation at the village level in Indonesia. The findings reveal critical success factors, such as the proactive support from the village government, the availability of technological infrastructure, and the presence of adequate human resources. These elements collectively contribute to the significant benefits observed, particularly in enhancing the efficiency and transparency of public services. However, the study candidly identifies persistent challenges that hinder optimal utilization, including shortcomings in regulation, insufficient socialization efforts, and a continued lack of public understanding regarding web-based services. This balanced presentation of both achievements and obstacles provides a realistic perspective on the state of e-government adoption in the specified locality. While demonstrating the tangible improvements brought by e-government, the abstract's acknowledgment that "further efforts are needed to optimize its use by the entire community" points to areas for future development and deeper exploration. The study's identification of challenges in regulation, socialization, and public understanding could serve as a springboard for more targeted interventions or subsequent research investigating the root causes of these issues and potential solutions. The insights garnered from Tondowolio Village are not only valuable for local policy-making but also offer transferable lessons for other Indonesian villages embarking on similar digital transformation journeys, underscoring the broader significance of this research for e-government development in the country.
