This research aims to evaluate the counter-terrorism policy in Poso Regency, Central Sulawesi Province. Poso Regency is one of the areas that has experienced horizontal conflict and became a base for terrorism movements in Indonesia. This research uses a descriptive qualitative approach with policy evaluation theory from Dunn and Ripley which includes seven evaluation aspects: measuring program effects, measuring compliance, providing explanation, obtaining information, providing feedback, conducting auditing, and providing recommendations. Research informants consist of the people of Poso Regency, task implementing officers, local government, and village officials. Data collection techniques were conducted through observation, in-depth interviews, documentation studies, and literature review. The results show that the implementation of counter-terrorism policies in Poso Regency refers to Law Number 5 of 2018 concerning Eradication of Criminal Acts of Terrorism with soft approach and hard approach. This policy evaluation is important to provide recommendations for improvement in terrorism prevention and handling efforts in the future and to ensure the security and survival of the community in Poso Regency.
This paper, "Evaluation of Counterterrorism Policy in Poso District, Central Sulawesi Province," addresses a critically important and timely subject. Given Poso Regency's history as a site of horizontal conflict and a base for terrorism movements, an evaluation of counter-terrorism policies in this specific locale is of significant academic and practical value. The research aims to systematically assess current policies, promising to yield crucial insights into their effectiveness and impact, which is essential for both understanding the complexities of counter-terrorism efforts and informing future strategic interventions in conflict-affected regions. The methodology adopted, a descriptive qualitative approach, appears well-suited for an in-depth policy evaluation. The explicit application of Dunn and Ripley's comprehensive policy evaluation theory, which includes seven distinct aspects—measuring program effects, compliance, explanation, information, feedback, auditing, and recommendations—provides a robust framework for a multi-faceted analysis. The diverse range of informants (local community, task officers, government, and village officials) combined with multiple data collection techniques (observation, in-depth interviews, documentation, and literature review) suggests a commitment to methodological rigor and triangulation, enhancing the credibility and depth of the findings. The abstract indicates that the policy implementation in Poso adheres to Law Number 5 of 2018, incorporating both 'soft' and 'hard' approaches. The stated ultimate goal of providing recommendations for future policy improvements and ensuring community security highlights the practical relevance and potential impact of this research. A full exposition of the findings would ideally elaborate on the specific manifestations and perceived effectiveness of these 'soft' and 'hard' approaches through the lens of Dunn and Ripley's framework, offering detailed insights into challenges, successes, and concrete, actionable recommendations that can genuinely enhance counter-terrorism strategies and foster long-term stability in the region.
