Abstract

Adolescence is a phase that is vulnerable to various physical, mental, and social health problems. This study aims to evaluate the implementation of the Adolescent Care Health Service Program (PKPR) at the Andalas Public Health Center in Padang City based on the aspects of input, process, and output. The research used a qualitative method with a descriptive approach through interviews, observations, and document reviews. The results show that in terms of input, policies and guidelines are available, but facilities, infrastructure, and health workers remain limited. In the process aspect, activities have been planned and organized; however, health promotion in schools is not yet optimal and no specific room for PKPR services is available. Regarding the output, adolescent health services are running but have not yet met national targets. Overall, the implementation of PKPR at the Andalas Health Center is not yet optimal, requiring improved facilities, coordination, and continuous evaluation.

Review

This submission presents a timely and highly relevant evaluation of the Adolescent Care Health Service Program (PKPR) at the Andalas Public Health Center in Padang City. The focus on adolescent health is particularly pertinent given the unique vulnerabilities of this demographic to various physical, mental, and social health challenges. The study's objective to assess program implementation through a comprehensive input, process, and output framework is well-conceived, and the chosen qualitative methodology, utilizing interviews, observations, and document reviews, is appropriate for generating in-depth insights into program operations. This robust approach is commendable for addressing a critical public health issue. The abstract effectively summarizes key findings across the evaluation domains. On the input side, the presence of policies and guidelines is a clear programmatic strength, yet this is critically undermined by persistent limitations in facilities, infrastructure, and the availability of trained health workers. Regarding the process, while activities are planned and organized, the suboptimal nature of health promotion in schools and the absence of a dedicated PKPR service room highlight significant operational bottlenecks. Finally, the output analysis indicates that while adolescent health services are operational, they are not yet meeting national targets, pointing to a considerable gap between current implementation efforts and desired programmatic outcomes. Overall, the abstract's conclusion that PKPR implementation at the Andalas Health Center is not yet optimal is well-supported by the evidence presented. This evaluation provides critical insights for program managers and policymakers, underscoring the urgent need for strategic investment in resources, including dedicated physical spaces and adequately trained personnel. Furthermore, strengthening inter-sectoral coordination and revamping health promotion strategies, especially within school settings, appear to be crucial next steps. The call for continuous evaluation is also vital for adaptive program management. This research, once fully elaborated, promises to offer valuable lessons not only for Padang City but also for similar public health centers striving to improve adolescent health outcomes across Indonesia.
