Transformasi digital dalam bidang kesehatan menuntut setiap fasilitas pelayanan kesehatan untuk menerapkan Rekam Medis Elektronik (RME) sesuai dengan ketentuan Kementerian Kesehatan Republik Indonesia paling lambat 31 Desember 2023. RSIA Mutiara Bunda sebagai salah satu fasilitas pelayanan kesehatan juga memiliki kewajiban untuk mengimplementasikan RME guna meningkatkan mutu pelayanan, efektivitas, serta efisiensi pengelolaan data medis. Penelitian ini bertujuan untuk menganalisis kesiapan sumber daya manusia (SDM) dalam penerapan RME di RSIA Mutiara Bunda. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus, melibatkan pengambil keputusan dan pengguna RME seperti dokter, perawat, petugas rekam medis, dan teknisi yang dipilih secara purposive sampling. Data dikumpulkan melalui observasi dan wawancara mendalam, kemudian dianalisis menggunakan model analisis data Miles dan Huberman. Hasil penelitian menunjukkan bahwa kesiapan SDM di RSIA Mutiara Bunda masih menghadapi beberapa kendala, antara lain: (1) kurangnya pelatihan dan pengetahuan petugas mengenai RME, (2) kesulitan menerima perubahan dari sistem manual ke sistem elektronik, serta (3) kendala akses jaringan yang lambat yang menghambat proses kerja. Kesimpulan dari penelitian ini menekankan bahwa kesiapan SDM menjadi faktor kunci keberhasilan implementasi RME. Oleh karena itu, diperlukan program pelatihan berkelanjutan, pendekatan manajemen perubahan yang efektif, dan peningkatan infrastruktur jaringan agar penerapan RME dapat berjalan optimal serta mendukung transformasi digital kesehatan di Indonesia.

Furthermore, while the recommendations for continuous training, change management, and infrastructure improvement are sound, exploring the *interconnections* between these issues (e.g., how slow network access exacerbates resistance to change) could offer deeper analytical insights. Future research might also consider incorporating a multi-site comparative analysis to identify commonalities and unique challenges across different healthcare settings. Overall, this research makes a significant contribution by highlighting human resource readiness as a pivotal determinant for successful RME implementation, a critical component of Indonesia's broader digital health transformation agenda. The findings provide actionable insights for RSIA Mutiara Bunda and other healthcare facilities navigating similar transitions, emphasizing the need for comprehensive strategies that integrate education, effective change leadership, and robust technological support. This study serves as a valuable resource for policymakers, hospital administrators, and healthcare professionals committed to optimizing digital health initiatives and improving the quality and efficiency of medical services.
