The Islamic hospitality industry in Malaysia has witnessed rapid growth in line with the increasing awareness of Muslim travelers regarding the importance of Shariah-compliant accommodation services. However, the existence of various labels such as Muslim-friendly, halal hotel and Shariah-compliant without a standardized framework has created confusion among consumers and inconsistencies in industry practices. This study aims to identify the critical elements that should be embedded in Shariah-compliant hotels in Malaysia, guided by the principles of Maqasid al-Shariah and the expectations of Muslim tourists. A qualitative approach was employed through content analysis of official certification documents, industry reports, and relevant literature published between 2020 and 2025. The findings highlight six key elements: compliance with halal food and beverages, provision of prayer facilities, gender segregation in hotel amenities, prohibition of non-Shariah-compliant activities, adoption of Islamic work culture, and official certification along with consumer awareness. The study also examines compliance gaps based on current standards such as MS2610:2015 and JAKIM’s 2023 Guidelines for Shariah-Compliant Hotel Certification. The results offer important implications for policymakers, certification bodies, and hotel operators in formulating more consistent and structured strategies grounded in Islamic values. In conclusion, strengthening the systematic implementation of Shariah-compliant hotels has the potential to enhance Malaysia’s reputation as a global hub for Islamic tourism.
This study, "Analisis Elemen Kritikal Hotel Patuh Syariah: Kajian Kes Di Malaysia," addresses a pertinent issue within Malaysia's rapidly expanding Islamic hospitality sector: the lack of a standardized framework for Shariah-compliant hotels. The authors effectively highlight the consumer confusion and industry inconsistencies stemming from diverse and often ill-defined labels such as 'Muslim-friendly' and 'halal hotel.' Employing a qualitative content analysis of official certification documents, industry reports, and recent literature from 2020 to 2025, the research aimed to identify critical elements essential for Shariah-compliant hotels, guided by Maqasid al-Shariah and Muslim tourist expectations. The study successfully identifies six key elements: halal food and beverages, prayer facilities, gender segregation in amenities, prohibition of non-Shariah-compliant activities, Islamic work culture, and official certification with consumer awareness. The methodology, focusing on content analysis of official documents and recent literature, provides a robust foundation for identifying the current state and ideal requirements for Shariah-compliant hotels. By grounding its analysis in Maqasid al-Shariah, the study offers a theoretically sound approach to understanding Islamic hospitality beyond mere superficial compliance, aiming for a holistic integration of Islamic values. A significant strength lies in its practical relevance, as it not only identifies critical elements but also explicitly examines compliance gaps against established standards like MS2610:2015 and JAKIM’s 2023 Guidelines. This dual focus on ideal elements and existing challenges makes the research highly valuable for stakeholders seeking to improve adherence and clarity in the sector. The identification of 'Islamic work culture' and 'official certification along with consumer awareness' as critical elements further underscores the comprehensive nature of the proposed framework. The findings of this study offer substantial implications for various stakeholders. Policymakers can leverage the identified critical elements and compliance gaps to develop more consistent and structured regulatory frameworks. Certification bodies can refine their assessment criteria, ensuring a more standardized and transparent process, while hotel operators gain clear guidance on operationalizing Shariah-compliant principles effectively. Ultimately, the systematic implementation of these critical elements is poised to bolster Malaysia's ambition of becoming a global leader in Islamic tourism, thereby enhancing its international reputation. For future research, it would be beneficial to conduct empirical studies involving surveys or interviews with Muslim tourists and hotel operators to validate these critical elements and assess their practical implementation and impact on consumer satisfaction. This could provide a deeper understanding of real-world challenges and opportunities in the sector.
