Abstract

Penelitian ini bertujuan untuk mengkaji bagaimana media membentuk wacana pembangunan melalui pemberitaan pembebasan lahan proyek jalan tol Solo–Jogja di platform Kumparan. Menggunakan pendekatan Analisis Wacana Kritis model Norman Fairclough, penelitian ini menganalisis 16 artikel berita dari fase perencanaan hingga pelaksanaan proyek. Hasil temuan menunjukkan bahwa media tidak hanya menyampaikan informasi, tetapi juga memproduksi realitas sosial melalui pilihan kata, struktur kalimat, dan penempatan aktor dalam narasi. Kumparan cenderung menampilkan proyek infrastruktur dalam bingkai positif, menonjolkan kemajuan ekonomi dan efisiensi negara, sambil mereduksi konflik sosial dan suara masyarakat terdampak. Istilah seperti “ganti untung” dan “miliarder dadakan” digunakan untuk menciptakan kesan bahwa pembangunan membawa keuntungan, meskipun dalam realitasnya terdapat ketimpangan dan kerugian yang dialami warga. Sementara itu, figur seperti Sri Sultan HB X ditampilkan sebagai otoritas yang rasional dan bijak, memperkuat posisi elite dalam wacana publik. Kepemilikan Kumparan oleh konglomerasi digital memperkuat kecenderungan pro-pembangunan dan memperlihatkan bagaimana struktur ekonomi-politik media memengaruhi arah narasi. Penelitian ini menegaskan bahwa media merupakan aktor ideologis yang berperan dalam memperkuat relasi kuasa dan melegitimasi proyek pembangunan, sehingga diperlukan pembacaan kritis atas wacana media dan pentingnya representasi yang lebih adil terhadap masyarakat terdampak. Land acquisition for toll road development projects often generates social conflict, unequal compensation, and marginalization of affected communities, yet mainstream media frequently frame these issues as natural and beneficial. This study analyzes Kumparan’s coverage of the land acquisition for the Solo–Jogja toll road using Norman Fairclough’s Critical Discourse Analysis. The data consist of 16 news articles, representing all Kumparan publications related to this land acquisition issue in two main phases planning (2019–2020) and implementation (2022–2024) examined across the dimensions of text, discourse practice, and social practice. The findings reveal that Kumparan does not merely convey information but also reproduces power structures through agenda setting mechanisms and media capitalism practices. Development is represented as progressive and unquestionable, while the voices of affected communities are marginalized and social conflicts are concealed behind the rhetoric of economic growth. In this way, the media function as ideological agents that reinforce development hegemony and serve dominant interests. This study contributes by demonstrating how agenda setting and media capitalism shape digital development discourse in Indonesia, complementing previous research on agrarian conflicts by highlighting the interconnection between media ownership, discursive practices, and the reproduction of development ideology, while also opening avenues for further inquiry into discursive resistance from local actors and alternative media.

The research highlights the strategic use of terms such as “ganti untung” (profitable compensation) and “miliarder dadakan” (instant billionaires) to cultivate a narrative that legitimizes the development process and masks underlying inequalities and citizen losses. Furthermore, the portrayal of figures like Sri Sultan HB X as rational and wise authorities serves to consolidate elite positions within the public discourse. Crucially, the study links these discursive practices to the economic-political structure of media, specifically Kumparan's ownership by a digital conglomeration, thereby illustrating how media capitalism shapes narrative direction and reinforces a development hegemony. This study makes a valuable contribution by showcasing the intricate interplay between agenda-setting mechanisms, media capitalism, and the construction of digital development discourse in Indonesia. It effectively complements existing research on agrarian conflicts by elucidating how media ownership and discursive practices contribute to the reproduction of development ideology and the marginalization of vulnerable groups. The call for critical readership and fairer representation for affected communities is a pertinent implication of this research. Moreover, the paper opens avenues for further inquiry into potential discursive resistance from local actors and alternative media, suggesting productive directions for future scholarly engagement with these complex issues.
