Abstract

This research aims to analyze the application of good governance principles in the management of the Village-Owned Enterprise (BUMDes) "Mutiara Welirang" in Ketapanrame Village, which focuses on improving the competitiveness of the tourism village. This research uses a qualitative approach with a case study to understand how principles such as consensus, participation, accountability, transparency, and sustainability are applied in the management of the BUMDes. The results show that most of the principles of good governance are well implemented, especially in the aspects of community participation and decision-making through village deliberation. However, challenges still exist in the aspects of transparency and accountability, especially in terms of the accessibility of financial information for the community. In addition, limited human resources in management and funds for infrastructure development are major constraints in improving the competitiveness of tourism villages. This research suggests that BUMDes should improve the capacity of managers through managerial training, strengthen transparency, and seek alternative funding sources to support the development of tourism village infrastructure. Optimal implementation of good governance principles can assist BUMDes in creating sustainable, efficient and competitive tourism villages in the future.

Review

This research, examining the governance of BUMDes "Mutiara Welirang" in Ketapanrame Village, offers valuable insights into the application of good governance principles for enhancing tourism village competitiveness. The qualitative case study approach effectively delves into how principles like consensus, participation, accountability, transparency, and sustainability are implemented. A key strength of the study lies in its finding that most good governance principles are well-applied, particularly in fostering community participation and facilitating decision-making through village deliberations, which are crucial for grassroots development initiatives. Despite the positive findings, the study effectively identifies critical challenges that impede the BUMDes' full potential. Significant issues remain concerning transparency and accountability, especially regarding the accessibility of financial information to the community. This lack of clear financial oversight can erode trust and hinder effective community engagement. Furthermore, the abstract highlights constraints such as limited human resources within management and insufficient funds for infrastructure development, both of which are common but critical bottlenecks for local economic entities striving to improve the competitiveness of a tourism village. The research provides actionable recommendations that are pertinent and constructive. Suggestions to enhance the capacity of managers through training, strengthen transparency mechanisms, and actively seek alternative funding sources directly address the identified weaknesses. By emphasizing the optimal implementation of good governance, the study underscores its vital role in fostering sustainable, efficient, and competitive tourism villages. This paper serves as a useful case study for other BUMDes, offering a clear framework for both celebrating successes and proactively tackling areas requiring improvement to achieve long-term developmental goals.
