Introduction

Studi pelayanan kesejahteraan lanjut usia pada uptd panti sosial tresna werdha ( pstw ) marga rahayu dinas sosial kalimantan utara di kabupaten bulungan. Studi ini mengkaji pelayanan kesejahteraan lansia di PSTW Marga Rahayu Bulungan, Kaltara. Temukan prosedur, fasilitas, dan faktor pendukung/penghambat layanan di panti sosial tersebut.

Abstract

The purpose of this study was to determine and describe the services to the elderly in Tresna Elderly UPTD Social Institution of Highways Rahayu Bulungan as well as to identify factors supporting and servicing the elderly Elderly Tresna UPTD Social Institution of Highways Rahayu at Bulungan. This type of research is descriptive qualitative research is the collection of data obtained in the form of primary and secondary data, the data obtained directly from the sources (informants) with a research focus include Procedures, Cost of Services, Program Services, Facilities and Infrastructure, as well as Supporting factors and Services inhibitors elderly On Tresna elderly UPTD Social Institution of Highways Rahayu. In the determination of Key Informants researchers using purposive sampling technique in which information or data collected by selecting informants who are considered competent to be a source of data, including the Head of Social Institution Tresna Elderly UPTD Marga Rahayu and staff as complementary informants and other informers are the elderly who stay at home as well as the families who came to visit by using Accidental Sampling techniques. From the results of this research is that the services provided to older persons displaced in meeting their needs has been carried out based on the number of human resources, facilities and infrastructure, as well as the budget available, it can be seen that the government's efforts to cope with the number of abandoned elderly who have not received perceived welfare still lacking. Although the number of elderly people who get welfare services that are in UPTD Tresna Elderly Social Institution of Highways Rahayu based on available capacity, but significant in reducing the number of neglect of elderly who are in the province of North Borneo.

Review

This study provides a valuable descriptive qualitative analysis of elderly welfare services at the UPTD Panti Sosial Tresna Werdha Marga Rahayu in Bulungan Regency, North Kalimantan. The research effectively sets out to determine and describe the services offered, alongside identifying critical supporting and inhibiting factors. The findings suggest that while services are delivered within the constraints of available human resources, facilities, and budget, there is a perceived insufficiency in fully addressing the welfare needs of abandoned elderly, even as the institution plays a significant role in reducing overall neglect. The topic is highly relevant for understanding social welfare provisions for an vulnerable demographic in a specific regional context. A key strength of the methodology is its descriptive qualitative approach, which facilitates an in-depth exploration of the practical realities of elderly care. The research design meticulously focuses on crucial operational aspects such as service procedures, cost, program content, facilities, and the various factors influencing service delivery. The selection of informants using both purposive sampling for key stakeholders (Head, staff) and accidental sampling for residents and their visiting families ensures a breadth of perspectives, enriching the data and contributing to a more nuanced understanding of service provision and its impact. This multi-faceted data collection strategy enhances the credibility and comprehensiveness of the findings. While the abstract concisely presents the core findings, further elaboration on the perceived dichotomy between services being "significant in reducing" neglect yet "still lacking" in broader welfare provisions would enhance the study's impact. A deeper discussion on the nature and extent of these identified shortcomings could provide clearer directions for policy and practice. The study offers important insights for policymakers aiming to improve resource allocation, refine service models, and develop more comprehensive strategies for elderly welfare in North Kalimantan. Future research could build upon these findings by quantitatively assessing the unmet needs or exploring the comparative effectiveness of different care interventions.
