Abstract

The implementation of local government affairs in the field of communication is still limited to organizing routine activities that only focus on message production and message dissemination - not focused on communication activities that have a strategic impact on the local government institution itself. The implementation of local government communication affairs should ideally focus on efforts to align programs/activities (planning) with actions (implementation of activities) of each component of regional apparatus to achieve organizational goals and objectives. So that each work unit and regional apparatus has the same direction to work together to carry out various activities that contribute to the achievement of goals and objectives set in the strategic plan. Local government strategic communication in this study is a series of planned activities on information management and practical communication that is prepared based on government administration that provides prospects for benefits for local government institutions; realizing effective internal communication to achieve organizational goals and objectives; building institutional image and reputation; and optimizing institutional communication with the community and stakeholders.

Review

The paper tackles a highly relevant and critical issue concerning the efficacy of local government operations: the strategic dimension of public communication. The abstract effectively identifies a significant gap, noting that current local government communication practices are often confined to routine message production and dissemination, failing to generate strategic impact. This diagnosis correctly highlights a common pitfall where communication is treated as a tactical afterthought rather than an integral component of organizational planning and goal achievement. The stated aim to shift focus towards aligning programs and actions across regional apparatus components for cohesive organizational outcomes sets a commendable and necessary objective for public administration. The proposed definition of "local government strategic communication" is robust and comprehensive, outlining several key pillars that are essential for a truly strategic approach. By emphasizing planned activities in information management, practical communication rooted in government administration, and the generation of institutional benefits, the abstract lays a solid conceptual foundation. Particularly noteworthy is the inclusion of effective internal communication for achieving organizational goals, alongside building institutional image and reputation, and optimizing external communication with the community and stakeholders. This multi-faceted perspective rightly acknowledges that strategic communication encompasses both internal alignment and external engagement, crucial for public sector success. While the abstract clearly articulates the problem and offers a compelling conceptual framework for strategic communication, it leaves several avenues open for further elaboration in the full paper. As a "study," it would be beneficial to understand the methodology employed – whether this is a conceptual piece, an empirical investigation, or a case study. Further details on how these proposed strategic communication efforts would be implemented, the specific challenges anticipated in transitioning from routine to strategic communication, and concrete examples of "benefits for local government institutions" would significantly strengthen the argument. Exploring the theoretical underpinnings and empirical evidence supporting this proposed framework would enhance the paper's academic contribution and practical applicability.
