Abstract

Development can be defined as a change towards a better state through various efforts that are carried out in a planned manner. Planning and development are inseparable and interrelated. In other words, development requires planning, and this must be realized in development, starting from the regional to the central level. This study aims to examine the government's role in shaping the direction of development, particularly in the Margonda area of Depok City. This area is identified as a promising support area for enhancing the city's economic growth, given its diverse potential and opportunities. The research methodology employed in this study is a case study approach, utilizing a qualitative analysis. The study employs the concept of development planning stages proposed by Lora Ekana Nainggolan, et al. (2023). The results indicate that the government has not fully engaged the community, particularly MSME actors in the Margonda area, in the formulation of programs and policies. However, the local regulations established by the government have comprehensively addressed program implementation, financing of programs or activities to be carried out, and the determination of the vision and mission of development. The vision and mission of development articulated by the Depok City Government are predicated on a future state that is expected to be achieved, rather than on a current or actual state of affairs.

Review

This paper addresses a highly relevant issue concerning regional development planning and its linkage to economic growth, particularly through the lens of local government's role and the analysis of regional potential. The choice of Margonda, Depok, as a case study, with its acknowledged diverse potential, offers a pertinent context for examining the practicalities and challenges of fostering economic growth in urban peripheral areas. The study's clear objective of examining the government's role in shaping development and identifying promising support areas sets a solid foundation for understanding the complexities involved in translating planning into tangible economic benefits. Employing a qualitative case study methodology, the research utilizes the development planning stages concept by Lora Ekana Nainggolan et al. (2023) to analyze the situation. The findings reveal a critical gap: while local regulations are comprehensive in addressing program implementation, financing, and establishing a future-oriented vision and mission, there is insufficient engagement of the community, especially MSME actors, in policy formulation. This suggests a top-down approach where the articulated vision, though aspirational, might be disconnected from the grassroots realities and immediate needs of those who are key drivers of economic growth. A significant strength of this study lies in its identification of the disjuncture between robust regulatory frameworks and the lack of community involvement, which is crucial for effective and inclusive development. However, the abstract could benefit from explicitly detailing *how* the "Potensi Unggulan Daerah" (Superior Regional Potential) mentioned in the title is analyzed and integrated into the planning process, as this aspect is not elaborated upon in the summary of findings. Furthermore, while the paper highlights the non-engagement, the abstract could strengthen its argument by explicitly discussing the *consequences* of this lack of engagement on the overall economic growth of the area. The full paper should endeavor to offer more specific recommendations for bridging this gap, ensuring that development planning is both comprehensive in regulation and inclusive in practice, thereby maximizing its potential impact on local economic growth.
