Tujuan penelitian ini adalah untuk mengetahui apa ide dasar plea bargaining, untuk mengetahui bagaimana pengaturan konsep plea bargaining di berbagai negara, dan untuk mengetahui apa urgensi pengaturan konsep plea bargaining dalam pembaharuan Kitab Undang-Undang Hukum Acara Pidana (KUHAP). Jenis penelitian yang digunakan dalam penelitian ini adalah jenis penelitian hukum normatif. Hasil penelitian ini menjelaskan ide dasar plea bargaining, yaitu untuk mengurangi beban sistem peradilan pidana, memperkuat asas dominus litis jaksa, dan memberikan keuntungan bagi terdakwa, korban, dan aparat penegak hukum. Lalu, setelah menjabarkan perbandingan plea bargaining di Amerika Serikat, Kanada, India, dan Indonesia terdapat perbedaan pengaturan konsep plea bargaining di berbagai negara ini. Plea bargaining yang menawarkan penyederhanaan dan efisiensi proses peradilan dengan menghadirkan praktik negosiasi antara penuntut umum dengan terdakwa di luar persidangan setelah dicermati telah sesuai dengan urgensi pembaharuan KUHAP ditinjau dari alasan filosofis, sosiologis, yuridis, dan politik hukum.
