Abstract

Digitalization has become a crucial element in transforming public services, aiming to enhance efficiency, transparency, and accountability. This study analyzes the implementation of the People's Welfare Bureau Grant Assistance Application (ABAH KESRA) developed by the People's Welfare Bureau of the Regional Secretariat of East Java Province. The system is designed to digitize the grant administration process, particularly through the independent upload feature for Accountability Reports (LPJ). Using a qualitative descriptive approach and analysis based on the Support, Capacity, and Value (SCV) framework, this study reveals that the successful implementation of the system is supported by leadership commitment, adequate technological infrastructure, human resource training, and user socialization. This innovation accelerates the reporting process, improves data accuracy, and facilitates grant fund monitoring. However, challenges such as uneven digital literacy and potential data security threats remain significant concerns. To address these challenges, strategic efforts such as intensive training, infrastructure development, and regular monitoring are essential. The implementation of ABAH KESRA not only fulfills the principles of ideal public service but also strengthens good governance and enhances public trust in the government.

Review

The submitted paper, "Penerapan Digitalisasi Administrasi Hibah di Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Jawa Timur," addresses a highly pertinent and timely topic concerning the digitalization of public services in Indonesia. Focusing specifically on the implementation of the ABAH KESRA system for grant administration in East Java, the study uses a qualitative descriptive approach guided by the Support, Capacity, and Value (SCV) framework. The abstract effectively outlines the system's purpose—to enhance efficiency, transparency, and accountability through features like independent Accountability Report (LPJ) uploads—and reveals both significant successes and persistent challenges. Overall, this paper offers valuable insights into practical public sector innovation within a regional context. A significant strength of this study lies in its direct relevance to ongoing efforts to modernize public administration and foster good governance. The focus on ABAH KESRA provides a concrete case study of digital transformation, highlighting the critical role of leadership commitment, robust technological infrastructure, human resource development, and user engagement in ensuring successful adoption. The identified benefits, such as accelerated reporting, improved data accuracy, and enhanced monitoring capabilities, underscore the tangible positive impacts of such systems on administrative efficiency and public trust. The application of the SCV framework also lends a structured and analytical rigor to the findings, effectively categorizing the factors contributing to the system's successful implementation. While the paper clearly articulates the achievements of ABAH KESRA, it also judiciously identifies crucial challenges, namely uneven digital literacy among users and potential data security threats. Although the abstract suggests strategic efforts like intensive training and infrastructure development, the full paper would benefit from a more detailed exploration of these specific concerns. For instance, a deeper dive into the nature of digital literacy gaps and concrete, tailored strategies to address them, beyond general training, would strengthen the practical recommendations. Similarly, outlining specific data security measures implemented or proposed would enhance the study's contribution to best practices. Further discussion on the generalizability of these findings to other regions or types of grant programs could also enrich the paper's broader impact.
