This study aims to provide an overview of community participation in the implementation of the Climate Village Program (PROKLIM) in Bulota Village, Telaga Jaya District, Gorontalo Regency. Data analysis uses qualitative analysis of the Miles & Huberman model. The results of the study indicate that Government Socialization has not been carried out by the relevant Agency and Village regarding the program. Viewed from the Supervision aspect, the relevant Agency has not supervised the program. And Viewed from the Community Involvement aspect, it is still lacking. The things that are suggested are the need for the relevant Agency to conduct socialization so that the community is involved and understands what the climate village program (PROKLIM) is. The need for supervision by the relevant Agency is carried out continuously, so that the implementation of the program is more effective in its utilization. And the need for the community to be fully involved so that they can participate both through energy, thoughts and funds for the implementation of the Climate Village Program (PROKLIM) to run well.
This study addresses a critical topic concerning community participation in the implementation of the Climate Village Program (PROKLIM) in Bulota Village, Gorontalo. Utilizing a qualitative analysis approach based on the Miles & Huberman model, the research aimed to provide an overview of local engagement in this vital environmental initiative. The findings paint a concerning picture, indicating significant shortcomings across several key areas: a pronounced absence of socialization efforts by relevant agencies, a lack of consistent supervision from these same bodies, and, consequently, limited community involvement in the program's activities. While the study effectively identifies crucial barriers to the successful implementation of PROKLIM, namely the systemic gaps in external support and internal engagement, the abstract could benefit from a deeper exploration of the underlying reasons for these deficiencies. For instance, understanding *why* relevant agencies have failed to conduct socialization or supervision, or *what specific factors* contribute to the lack of community involvement beyond simply stating it is "lacking," would significantly strengthen the analysis. The abstract provides valuable suggestions for improvement – increased socialization, continuous supervision, and full community involvement – but the absence of details on the data collection methods (e.g., types of interviews, participants) limits a full appreciation of the qualitative rigor applied. Despite these points, the study offers a valuable initial assessment of PROKLIM's implementation challenges at the village level. Its findings provide important insights for policymakers and program managers, underscoring the indispensable role of robust institutional support and active community engagement for the success of climate adaptation initiatives. Future research could build upon this foundation by investigating the root causes of agency inertia, examining different typologies of community participation, or exploring the socio-economic and cultural contexts that might influence local engagement. Ultimately, this work serves as a practical reminder that the effectiveness of such environmental programs hinges on comprehensive planning, sustained oversight, and meaningful local ownership.
