Abstract

This research aims to describe the phenomenon of mobbing, explain the role of extension guidance activities by Bhabinkamtibmas, identify factors that influence extension guidance activities, and examine relevant theories and concepts to optimize extension guidance activities. This research uses a qualitative approach with field research methods. Data analysis by data reduction, data presentation, and concluding. The results of the research show that cases of beatings in the last 3 years still have a tendency to increase, so the role of Bhabinkamtibmas through counseling and guidance activities is expected to reduce the number of cases of pre-emptive beatings that occur in the jurisdiction of the Nganjuk Police. This research examines the application of Management theory with elements of POAC and 6M and SWOT analysis based on factual conditions, including information from intelligence regarding problems, rules, and regulations related to activities, organizational resources, and internal-external factors.

Review

This study presents a timely and highly relevant investigation into the optimization of counseling guidance provided by Bhabinkamtibmas officers in addressing criminal acts of assault within the Nganjuk Police Region. The research clearly articulates its multifaceted aims: to describe the phenomenon of "mobbing" (which appears to be used interchangeably with assault/beating cases), explain the role of extension guidance, identify influencing factors, and examine theoretical frameworks for optimization. The adoption of a qualitative approach with field research methods is appropriate for exploring the complexities of community policing interventions and local criminal trends. A significant strength of this research lies in its focus on a practical and pressing issue: the persistent increase in assault cases over the past three years. This trend underscores the critical need for effective preventive measures, positioning the role of Bhabinkamtibmas counseling and guidance as a vital strategy. The abstract's mention of applying Management theory, including POAC (Planning, Organizing, Actuating, Controlling) and 6M elements (Man, Money, Materials, Machines, Methods, Markets), alongside SWOT analysis, suggests a robust and systematic approach to understanding and improving these community-level interventions. Leveraging intelligence information, existing regulations, and organizational resources to inform this analysis provides a solid foundation for developing actionable recommendations. While the abstract effectively outlines the research's scope and theoretical underpinnings, some clarification would enhance its precision. The initial mention of "mobbing" as a phenomenon to be described, followed by "beatings" and "assault" cases, could benefit from a clearer definition of terms, especially if "mobbing" implies a specific type or pattern of assault beyond individual incidents. Furthermore, while the application of POAC, 6M, and SWOT analysis is noted, the abstract could briefly hint at the *nature* of the insights gained from this application within the context of the findings presented, thereby offering a glimpse into the "optimization" aspect. Nonetheless, this research promises to offer valuable insights for enhancing community safety and the efficacy of grassroots policing efforts.
