This paper presents a highly relevant and ambitious study aiming to develop a strategic map for enhancing urban resilience, utilizing the Balanced Scorecard (BSC) framework within the specific context of Paraná's largest textile hub. The objective to guide public policies towards greater resilience and environmental sustainability is commendable and addresses a critical need in contemporary urban planning. The immediate appeal of this work lies in its proposed adaptation of a traditionally business-oriented management tool to tackle complex public sector challenges, hinting at significant theoretical and practical implications. A core strength of the research is its innovative application of the BSC to strategic urban planning, which effectively seeks to fill a notable gap in the literature regarding integrated governance for resilience. The methodology appears robust, encompassing a comprehensive review of literature, legislative analysis, data collection, and a SWOT assessment—all critical components for a holistic understanding of urban challenges. The development of a strategic map, specifically designed to align with municipal needs and offer a replicable methodology for other cities, underscores the study's strong theoretical and methodological contributions, demonstrating the BSC's viability in public sector management. While the abstract clearly articulates the project's substantial contributions, particularly in offering proposals for environmental sustainability, waste management, and community engagement, a full review would benefit from deeper insights into the practical implementation challenges and the specific metrics used to validate the 'increased potential' of resilience. Further elaboration on how the BSC perspectives were weighted and integrated within the public sector context, alongside strategies for fostering political buy-in and sustained community participation, would significantly strengthen the paper's practical utility. Nonetheless, this study provides a highly valuable and innovative framework for cities striving to integrate strategic planning with the urgent demands of resilience and sustainability, marking it as an important contribution to urban governance.
