Abstract

Pergeseran paradigma pemidanaan dari retributif menuju restoratif di Indonesia telah melahirkan bentuk sanksi baru, yakni pidana kerja sosial. Reformasi ini menjadi angin segar dalam mengatasi permasalahan klasik seperti overkapasitas lembaga pemasyarakatan dan stagnasi program rehabilitasi. Namun, keberhasilan implementasinya sangat ditentukan oleh kesiapan organisasi, khususnya Direktorat Jenderal Pemasyarakatan. Penelitian ini bertujuan untuk menganalisis kesiapan Kanwil Ditjenpas Daerah Istimewa Yogyakarta dalam melaksanakan pidana kerja sosial, menggunakan pendekatan kualitatif dengan teori Organizational Readiness for Change (Weiner, 2009). Hasil penelitian menunjukkan bahwa kesiapan organisasi dipengaruhi oleh struktur birokrasi, sumber daya manusia, regulasi teknis, serta sinergi antarinstansi seperti Kejaksaan dan Balai Pemasyarakatan. Studi ini tidak hanya mengungkap tantangan administratif dan operasional, tetapi juga merekomendasikan langkah strategis untuk membangun ekosistem pelaksanaan pidana kerja sosial yang efektif dan berkelanjutan. Pidana kerja sosial bukan sekadar alternatif hukuman, tetapi simbol dari masa depan pemidanaan yang lebih humanis dan relevan dengan kebutuhan masyarakat.

This study addresses a highly pertinent and timely topic: the organizational readiness of the Directorate General of Corrections in Indonesia for implementing social work penalties. Given the national shift towards a restorative justice paradigm and the persistent challenges of prison overcrowding and ineffective rehabilitation, the introduction of social work penalties represents a critical reform. The research sets out to meticulously analyze the preparedness of the Regional Office in Yogyakarta, employing a robust qualitative methodology guided by Weiner's (2009) theory of Organizational Readiness for Change. This foundational approach ensures a theoretically grounded and practically relevant investigation into a complex public policy implementation challenge. The findings offer valuable insights into the multi-faceted nature of organizational readiness. The study effectively identifies several critical determinants, including the inherent bureaucratic structure, the availability and capacity of human resources, the clarity and completeness of technical regulations, and crucially, the level of synergy and collaboration among key inter-agency stakeholders such as the Public Prosecution Office and Correctional Centers (Balai Pemasyarakatan). By pinpointing these specific areas, the research not only uncovers the administrative and operational hurdles that exist but also provides a concrete basis for strategic recommendations aimed at fostering an effective and sustainable ecosystem for the implementation of social work penalties. Overall, this paper makes a significant contribution to the literature on penal reform and organizational change, particularly within the Indonesian context. Its strength lies in its clear focus, relevant theoretical framework, and the practical implications derived from its findings, offering a solid roadmap for policymakers and practitioners alike. The study successfully argues that social work penalties are more than just an alternative sentence; they embody a progressive vision for a more humane and socially relevant criminal justice system, highlighting its potential to transform the future of Indonesian corrections.
