implementasi perbub bupati nomor 13 tahun 2023 tentang penataan dan pemberdayaan pedagang kaki lima di kecamatan situbondo kabupaten situbondo. Menganalisis implementasi Perbup Situbondo No. 13/2023 tentang penataan & pemberdayaan pedagang kaki lima. Mengkaji efektivitas kebijakan & model Edward III.
The existence of more and more street vendors often has a negative impact, especially on environmental issues. Where the environment becomes slum and also disturbs public facilities and motorists; besides that, it also disturbs the order, beauty, and neatness of the Situbondo Regency roads. Based on this, the Situbondo Regency Government formulated a policy in Regent Regulation Number 13 of 2023 concerning the Arrangement and Empowerment of Street Vendors. This study aimed to determine the implementation of Regent Regulation Number 13 of 2023 concerning the Arrangement and Empowerment of Street Vendors in Situbondo District at the Office of Cooperative, Industry, and Trade in Situbondo Regency. This research uses descriptive qualitative methods. This research is located on W.R. Supratman Street and Anggrek Street, Situbondo Regency, and at the Office of Cooperative, Industry, and Trade. The data collection methods in this study are interviews, observation, and documentation. Based on the results of the study, it can be concluded that the Implementation of Regent Regulation Number 13 of 2023 concerning the Arrangement and Empowerment of Street Vendors in Situbondo District at the Office of Cooperative, Industry, and Trade in Situbondo Regency is reviewed by the George C. Edward III theoretical model. Edward III's theoretical model needs to be maximally implemented. This is because the four dimensions of Edward's theory still need to be implemented, which consist of communication, resources, disposition, and bureaucratic structure.
This paper addresses a highly pertinent issue concerning urban management and public policy implementation: the arrangement and empowerment of street vendors. The focus on Regent Regulation Number 13 of 2023 in Situbondo District provides a valuable case study for understanding the practical challenges and mechanisms involved in local governance. The increasing presence of street vendors, and their associated negative impacts on public order, environmental aesthetics, and urban infrastructure, makes this research timely and relevant for local authorities and policymakers grappling with similar issues in other regions. The study's aim to determine the implementation efficacy of this specific regulation is commendable, directly contributing to the discourse on effective policy execution at the sub-national level. The research employs a descriptive qualitative methodology, which is an appropriate approach for exploring the nuances and complexities inherent in policy implementation processes. The reliance on interviews, observation, and documentation for data collection suggests a robust effort to gather rich, contextualized information from various sources, including relevant government offices (Office of Cooperative, Industry, and Trade) and specific field locations (W.R. Supratman Street and Anggrek Street). This multi-pronged data collection strategy is a strength, offering the potential for a comprehensive understanding of how the regulation manifests on the ground and within bureaucratic structures. For a full journal paper, however, it would be beneficial to elaborate on the participant selection for interviews and the specific nature of observations to fully appreciate the depth of the qualitative inquiry. The study effectively leverages the George C. Edward III theoretical model, with its dimensions of communication, resources, disposition, and bureaucratic structure, to analyze the implementation of the regulation. The abstract's conclusion, indicating that the implementation "needs to be maximally implemented" because "the four dimensions of Edward's theory still need to be implemented," is a critical finding. This suggests that the current implementation is suboptimal, pinpointing specific areas of weakness within the policy execution framework. This conclusion is significant as it not only identifies a gap in policy delivery but also provides a theoretical lens for understanding *why* the implementation is falling short. A full paper would ideally detail the specific deficiencies within each of Edward III's dimensions, offering actionable insights for the Situbondo Regency Government and contributing valuable empirical data to the broader literature on policy implementation in developing urban contexts.
