IMPLEMENTASI PERATURAN DESA NOMOR 6 TAHUN 2017 TENTANG BADAN USAHA MILIK DESA DI DESA MENDALOK KECAMATAN SUNGAI KUNYIT KABUPATEN MEMPAWAH

Introduction

Implementasi peraturan desa nomor 6 tahun 2017 tentang badan usaha milik desa di desa mendalok kecamatan sungai kunyit kabupaten mempawah. Analisis implementasi BUMDes di Desa Mendalok, Mempawah, berdasarkan Peraturan Desa No. 6 Tahun 2017. Menemukan kendala komunikasi, sumber daya, disposisi, dan birokrasi dalam program.

Abstract

Penelitian ini bertujuan untuk menganalisis mengenai hasil implementasi program BUMDes yang dikelola oleh Pemerintah Desa Mendalok. Permasalahan dalam penelitian ini adalah implementasi program BUMDes belum memberikan hasil yang optimal. Metode penelitian yang digunakan adalah metode penelitian kualitatif, dengan desain penelitian deskriptif. Penelitian ini menggunakan teori Edward III (dalam Anggara 2014, 250-253) yang terdiri dari : 1) Komunikasi. Komunikasi yang terjalin antara pemerintah desa kepada masyarakat belum terjalin dengan baik sehingga cukup banyak masyarakat yang tidak mengetahui mengenai BUMDes dan program-program BUMDEs. Hal ini disebabkan oleh kurangnya komunikasi sosialisasi yang intens antara pemerintah desa dan masyarakat.; 2) Sumber Daya. Kemampuan pengelola dalam mengelola unit usaha BUMDes yang belum optimal sehingga belum menghasilkan omzet yang maksimal. Karena bidang yang dimiliki tidak sesuai dengan bidangnya masing-masing, kurangnya mengikuti pelatihan-pelatihan dan kurangnya sumber daya manusia yang memadai.; 3) Disposisi. Tidak adanya keseriusan pelaksana dalam melaksanakan tugas dan tanggungjawabnya sehingga tidak adanya penambahan program baru. Hal ini disebabkan karena kurang efektifnya dan konsisten pelaksana dalam mengelola dan menjalankan unit-unit usaha BUMDes sehingga unit usaha yang ada masih belum berkembang.; 4) Struktur Birokrasi. Ketidapahaman pengurus BUMDes mengenai SOP (Standar Operating Prosedur) yang berlaku. Sehingga kebingungan pada saat menjalankan tugasnya masing-masing. Karena kurangnya pembinaan dan pengawasan yang dilakukan dan pemahaman yang diberikan.Kata Kunci : BUMDes, Implementasi, Program.

Furthermore, suboptimal resource management, including a mismatch of expertise, insufficient training, and a lack of adequate human resources, hinders business unit performance. The absence of seriousness and consistency from implementers (disposition) results in stagnant program development, while a lack of understanding of Standard Operating Procedures (SOPs) among BUMDes officials (bureaucratic structure) due to insufficient guidance further exacerbates operational inefficiencies. These detailed findings offer a robust explanation for the suboptimal implementation outcomes. While the abstract clearly presents the research problem, methodology, and key findings, it would be beneficial for the full paper to elaborate on potential policy recommendations or practical solutions derived from these insights, specifically tailored for the Mendalok Village. The study's focus on a single village, while providing in-depth qualitative data, also presents a limitation in terms of generalizability to other BUMDes contexts. Future research could explore comparative studies across different villages or regions to identify best practices and common pitfalls, or delve deeper into the effectiveness of specific interventions to address the identified communication, resource, disposition, and bureaucratic structural issues. Overall, this paper offers valuable empirical evidence and a structured analysis of BUMDes implementation challenges, making a meaningful contribution to the understanding of local economic development initiatives in Indonesia.
