Implementasi kebijakan pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba di badan narkotika nasional kabupaten mempawah. Analisis implementasi kebijakan P4GN oleh BNN Mempawah. Menjelajahi faktor komunikasi, sumber daya, disposisi, dan birokrasi, serta saran untuk optimalkan pencegahan narkoba.
Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan pencegahan dan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN) di Badan Narkotika Nasional Kabupaten Mempawah. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teori yang digunakan adalah teori implementasi menurut Edward III (dalam Widodo, 2011:96) ada empat faktor yang mempengaruhi keberhasilan implementasi kebijakan yaitu (1) Komunikasi; sosialisasi tentang narkoba yang dilakukan kepada kelompok sasaran tidak terjalin dengan baik sehinga tujuan dari kebiajakan P4GN belum tercapai secara optimal. (2) Sumber daya; BNN Kabupaten Mempawah kekurangan sumber daya manusia dalam melaksanakan program-program P4GN. (3) Disposisi; Sikap kecenderungan atau karakter BNN Kabupaten Mempawah sebagai impelementor sangat kaku dan terpaku pada anggaran. (4) Struktur birokrasi; dilakukan sesuai dengan SOP di bidangnya masing-masing. Adapun saran yang direkomendasikan yaitu sebaiknya meningkatkan kembali pelaksanaan sosialisasi dan penyuluhan narkoba kepada masyarakat, selanjutnya membentuk relawan anti narkoba untuk mesiasati kekurangan staf dan adanya komitmen yang tinggi dan sikap yang tanggap oleh BNN Kabupaten Mempawah terhadap peningkatan kasus narkoba.Kata Kunci : Birokrasi, Disposisi, Implementasi, Komunikasi.

While the identification of these issues is valuable, the abstract provides a somewhat superficial account of *why* these problems exist or their specific impact beyond a general lack of optimality. For instance, the statement that communication "tidak terjalin dengan baik" could benefit from further elaboration on the root causes. Similarly, the finding regarding bureaucratic structure merely states adherence to SOPs, which, unlike the other factors, doesn't immediately suggest an impediment, raising questions about its specific influence on implementation effectiveness as perceived by the researchers. A more detailed qualitative exposition of these issues would strengthen the findings significantly. The recommendations provided—to enhance socialization, establish anti-narcotics volunteers, and foster greater commitment and responsiveness from BNN Mempawah—are directly pertinent to the identified challenges and appear practical for local application. This research offers valuable insights into the practical realities of policy implementation at the sub-national level in Indonesia, highlighting common bottlenecks often encountered in bureaucratic settings. To maximize its contribution, the full paper should delve deeper into the interplay between these factors, providing rich qualitative data and concrete examples that illustrate the nuances of communication breakdowns, resource deficiencies, and the implications of a rigid, budget-focused disposition. Such an in-depth analysis would not only reinforce the findings but also offer a more robust foundation for evidence-based policy adjustments and future research in this vital public health and security domain.
