Abstract

The public service provided aims to make it easier for the community with straightforward procedures that do not disadvantage them. In today's era, the government needs to utilize technology to deliver better public services. However, Indonesia's efforts in creating effective public services have not yet been fully realized in several sectors, including the marine and fisheries sector. To help address these issues and improve services to the public, the Marine and Fisheries Office of East Java Province provides a technology-based platform such as the Fish Info Jatim website. This study aims to analyze the effectiveness of Fish Info Jatim in providing information and services to the public related to the marine and fisheries sector. This differs from previous research, which focused only on public service research in general. This study uses a qualitative research method with a case study approach. It employs the effectiveness theory of Campbell J.P with five indicators: program success, target achievement, satisfaction with the program, input and output levels, and overall goal achievement.

Review

This study addresses a highly pertinent issue concerning the efficacy of public services in the modern era, specifically within Indonesia's marine and fisheries sector. The authors correctly identify the imperative for governments to leverage technology to streamline and enhance service delivery, noting that such efforts have not yet fully matured in various Indonesian sectors. The paper introduces the "Fish Info Jatim" website, an initiative by the East Java Province's Marine and Fisheries Office, as a technology-based solution designed to improve information and service provision. The primary aim to analyze the effectiveness of this particular platform is clear and directly relevant to both public administration and sectoral development. The methodological approach, utilizing qualitative research with a case study design, is well-suited for an in-depth investigation into a specific public service platform like Fish Info Jatim. A significant strength lies in the explicit adoption of Campbell J.P.'s effectiveness theory, complete with its five clearly defined indicators (program success, target achievement, satisfaction, input/output levels, and overall goal achievement). This theoretical grounding provides a robust framework for analysis, ensuring a structured and comprehensive evaluation. The authors also articulate a clear distinction from prior, more general public service research, positioning their study as a valuable contribution with a focused, context-specific analysis that promises to yield actionable insights. Overall, this study holds substantial promise for contributing valuable knowledge to the field of public service delivery, particularly regarding the integration of technology in specialized sectors. By focusing on a concrete governmental initiative, "Fish Info Jatim," the research is poised to offer practical lessons and recommendations that can inform policy and practice for similar digital transformation efforts in Indonesia and potentially other developing nations. The findings from this analysis are expected to provide critical insights into how technology-based platforms can genuinely enhance public engagement and service effectiveness within vital sectors like marine and fisheries, ultimately benefiting both citizens and government agencies.
