Abstract

Wosusokas SPAM Main Distribution Network Project Segment 3 PT PP-Selaras Join Operation involves various work activities, one of which hot work activities that have high potential fire hazards. During project implementation period, 11 near miss incidents and 25 cases Non-Conformity were recorded in hot work. This study examine implementation hot work permit system effort to prevent work accidents. Study used qualitative descriptive approach with data collection techniques through indepth interviews, observation, and documentation. Subjects this study consisted 6 informants. The object this study was implementation hot work permits at PT PP-Selaras Join Operation. Data analysis was carried out through reduction, presentation, and drawing conclusions. Data validity tested using triangulation sources and methods. Implementation hot work permit carried determining work area through field assessment covering activities such welding, cutting, and grinding. Preparation stage included initial coordination, preparation work methods and JSA, hazard control. Permit valid for 12 hours after validation, but hampered by limited gas testing, number of supervisors, and size of the work area. Hot work permit process has been running well, indicated by the placement documents on permit board, permit extension, supervision, suspension, and emergency handling. Completion hot work permit after work area declared safe through final inspection, closure validation, and permit storage. Implementation of hot work permits on project has been running well through systematic stages, optimization implementation hot work permits can through digitalization of work permits and addition supervisory personnel to ensure all work areas undergo gas testing to minimize potential hazards.

Review

This study addresses a critically important topic concerning occupational safety, specifically the implementation of a Hot Work Permit system to prevent accidents within the Wosusokas SPAM Main Distribution Network Project Segment 3. The context of high potential fire hazards associated with hot work activities, evidenced by 11 near-miss incidents and 25 non-conformities, underscores the practical relevance and necessity of this research. Utilizing a qualitative descriptive approach with in-depth interviews, observation, and documentation from six informants, the study aims to examine how the hot work permit system is implemented to mitigate these risks. The focus on a real-world construction project, PT PP-Selaras Join Operation, provides a valuable case study for understanding safety protocols in hazardous environments. The abstract effectively outlines the systematic stages of the hot work permit implementation, from initial field assessments and coordination to hazard control, JSA preparation, and the permit's validity and extension process. It highlights several key aspects of good practice, such as the placement of documents on a permit board, continuous supervision, suspension mechanisms, and emergency handling protocols. However, the study also candidly identifies critical barriers to optimal implementation, specifically citing limitations in gas testing capabilities, the number of available supervisors, and the sheer size of the work area. Despite these challenges, the overall conclusion suggests that the process is "running well," although this assertion is immediately followed by recommendations for optimization. While the study offers a valuable descriptive account of the hot work permit process, the abstract, as a summary, leaves some questions regarding the depth of analysis. For instance, while near-misses and non-conformities are mentioned, the abstract doesn't explicitly link the effectiveness of the permit system directly to a reduction in these incidents, beyond stating that the process is "running well." Future iterations of this work, or the full paper, could benefit from a more rigorous assessment of the permit system's *impact* on safety metrics. Nevertheless, the recommendations for digitalization of work permits and the addition of supervisory personnel are practical and timely suggestions that could significantly enhance the system's robustness and efficiency, ensuring broader coverage and minimizing potential hazards in complex construction environments. The study provides a solid foundation for understanding and improving safety practices in high-risk hot work operations.
