Abstract

İhracat ülkelerin ekonomik kalkınmasında ve işletmelerin büyümesinde önemli bir rol oynamaktadır. İşletmelerin sürdürülebilir bir yapıda olabilmesi ve küresel dünyanın zorlu rekabet piyasası arasında yer bulabilmesi açısından uluslararası pazarlara açılmaları gerekmektedir. Sınırların ortadan kalktığı, işletmelerin küreselleşme olgusunu benimsediği bir ekonomik düzende bu önemin artarak devam edeceği düşünülmektedir. Bu sebeplerden dolayı hem ülkeler açısından hem de işletmeler açısından ihracat kavramı büyük öneme sahiptir. İhracat sürecinin karmaşık yapısı ve bürokratik süreçlerin yoğun olması ise ihracat süreci yavaşlatan önemli engellerin başında gelmektedir. Bu engeli aşabilmek adına ülkeler ve işletmeler yoğun çaba sarf etmektedirler. İhracatta bu engeli aşabilmenin en önemli yolu sürekli gelişen teknolojiye ayak uydurmak ve çağın gerekliliğini teknoloji aracılığıyla yakalamaktan geçmektedir. Özellikle son yıllarda teknolojiyle birlikte hayatımıza giren e-ticaret kavramı tüm süreçlerde değişimler yaşattığı gibi ihracatta da köklü değişimler yapılmasına sebebiyet vermiştir. Bu köklü değişimlerden birisi de Elektronik Ticaret Gümrük Beyannamesi (ETGB) olmuştur. Elektronik ticaretin giderek artması, ihracat sürecindeki model ve numunelerin hızla ulaştırılma ve tüketicilerin aldıkları ürüne hemen ulaşma isteği gümrük süreçlerinin basitleştirilmesini zorunlu hale getirmiştir. Gümrükleme süreçlerinin kolaylaştırılmasının ihracatı teşvik edici bir unsur olduğu dikkate alındığında elektronik ticarette gümrük süreçlerinin basitleştirilmesi işletmeler açısından oldukça önemli bir konu olmuştur. Bu kapsamda, çalışmada elektronik ticaret gümrük beyannamesini incelenecek ve ihracatta oynadığı rol ele alınacaktır. Bu alanda yapılan çalışmaların kısıtlı olması ve ETGB uygulamasının yeni bir sistem olmasından dolayı bu uygulamanın sağlayacağı katkıların ortaya konulması literatüre ve karar vericilere yol gösterici nitelikte olacaktır.
