Abstract

KPU Goes to Campus is one of the innovative breakthrough programs carried out by the General Election Commission (KPU). This program is carried out based on KPU Regulation No. 9 of 2022 concerning community participation as a strategy in integrating political education for students which aims to provide insight into general elections (elections), voting rights and to increase the participation of young voters in elections, especially in regional head elections (pilkada). The East Java Provincial KPU, as one of the most important pillars, is the key to the success of the 2024 simultaneous regional elections. Therefore, this study aims to determine the effectiveness of the program carried out by the East Java Provincial KPU, which has a fixed number of voters of 31,280,418 people, including 73,001 new voters. Based on the results of the research, it shows that this program has succeeded in increasing students' awareness and political participation through education about voting rights, the election process, and their responsibilities as voters. The indicators used show that this program is very effective in an effort to increase voter participation by increasing voter participation from 67.39% in the 2018 regional elections to 70.06% in the 2024 regional elections in East Java. This program has a real impact on the mindset of students as a young generation who actively contribute to the democratic process.

Review

This paper addresses a highly relevant and timely topic concerning democratic participation, specifically focusing on the "KPU Goes to Campus" program in East Java. The initiative, grounded in KPU Regulation No. 9 of 2022, represents an important strategic effort by the General Election Commission to engage young voters and enhance political education among students. The objective to determine the effectiveness of this program in increasing voter participation, particularly among new voters in regional head elections, is commendable given the critical role of youth in shaping democratic outcomes and the perpetual challenge of voter turnout. The abstract highlights compelling findings, indicating that the "KPU Goes to Campus" program has been successful in fostering students' awareness and political participation. The reported increase in overall voter participation from 67.39% in the 2018 regional elections to an impressive 70.06% in the 2024 regional elections in East Java serves as a significant quantitative indicator of its apparent effectiveness. Furthermore, the claim of a "real impact on the mindset of students as a young generation who actively contribute to the democratic process" underscores the qualitative success in integrating political education and empowering young voters through a targeted outreach strategy. While the presented findings are encouraging and suggest a positive impact, a more detailed exposition of the research methodology would strengthen the paper's claims considerably. Specifically, the full study should clarify the direct causal link attributed between the "KPU Goes to Campus" program and the observed aggregate increase in participation, considering potential confounding variables that might also influence voter turnout between the 2018 and 2024 elections. Further elaboration on the specific indicators and measurement tools used to assess student awareness, political participation, and "mindset change" beyond the aggregate participation rate would enhance the robustness and generalizability of the valuable insights offered by this study.
