Abstract

Women's political representation in the world today has made significant progress, although it still faces many obstacles. Although many countries, including Rwanda and the Nordic countries, have successfully increased women's representation through quota policies, women still face major challenges in the form of discrimination, gender-based violence, and social stereotypes. The reality in Indonesia is still distant from this goal, even though the country has an affirmation policy that mandates a minimum quota of 30% of women`s representation. This study is to investigate the roles and difficulties faced by women in politics, the effects of affirmative action laws, and the necessary steps to enhance women's involvement in political decision-making. The research method used is qualitative, using an approach that emphasizes literature study. The results show that despite the increase in women's representation in parliament, structural barriers and patriarchal culture are still the main challenges. Therefore, sustainable efforts are needed in the form of political education, structural support from political parties, and revision of regulations to strengthen affirmation policies to realize more equal political representation of women.

Review

This paper, "Dinamika Keterwakilan Perempuan dalam Politik," addresses a critically important and timely subject: the persistent challenges and complex dynamics surrounding women's political representation. The abstract effectively highlights the global progress made, often through affirmative action policies, while simultaneously acknowledging the pervasive obstacles such as discrimination, gender-based violence, and entrenched social stereotypes. By grounding this global context within the specific reality of Indonesia—a nation with an affirmation policy yet struggling to meet its own targets—the study establishes a compelling rationale for its investigation into the roles, difficulties, and impact of current policies on women's political participation. The framing of the problem underscores the significant gap between policy aspiration and practical implementation, making the research highly relevant for both academic discourse and policy formulation. The research employs a qualitative methodology, specifically emphasizing a literature study approach, to synthesize existing knowledge on this multifaceted issue. This method is appropriate for providing a comprehensive overview and identifying overarching themes and challenges. The findings reveal that despite an increase in women's parliamentary representation, structural barriers and a deep-seated patriarchal culture remain the primary impediments to genuine equality. This insight is crucial, moving beyond mere numerical analysis to address the qualitative aspects of women's political engagement. While the reliance on literature offers a broad synthesis, future research building upon this foundation could consider incorporating primary data from the Indonesian context to further elaborate on the specific manifestations of these structural and cultural challenges. The paper concludes with actionable recommendations that directly address the identified barriers. The proposed solutions—encompassing political education, robust structural support from political parties, and the revision of regulations to strengthen affirmation policies—are well-considered and demonstrate a holistic understanding of the systemic changes required. These suggestions not only aim to enhance women's involvement in political decision-making but also advocate for a more equitable political landscape through sustained efforts. Overall, this study makes a valuable contribution by consolidating existing knowledge and offering a clear roadmap for strengthening women's political representation, serving as an important resource for policymakers, political parties, and civil society organizations striving for gender equality in politics.
