Abstract

Este trabalho analisa a dinâmica política brasileira a partir do golpe parlamentar-jurídico-midiático de 2016 e sua continuidade no governo Bolsonaro (2019-2022), à luz da categoria “Estado de Contrainsurgência” de Ruy Mauro Marini. O objetivo é compreender como essa forma de reorganização autoritária da ordem burguesa, já presente no golpe de 1964, se atualiza no contexto recente. A pesquisa, bibliográfica e de abordagem qualitativa, utiliza o materialismo histórico-dialético para interpretar esse fenômeno como uma suspensão temporária da democracia liberal, voltada à eliminação das forças transformadoras e posterior restauração da ordem institucional. Argumenta-se que o governo Bolsonaro não representou uma ruptura total, mas uma modulação autoritária sustentada pela aparência de legalidade, articulando militarização da política, externalização da ameaça revolucionária e restauração liberal. O bolsonarismo, impulsionado por ressentimentos sociais e um projeto ultraliberal, mobilizou “contrapúblicos conservadores” que corroem as instituições democráticas por dentro. A radicalização do Estado de Contrainsurgência se expressa na combinação entre autoritarismo militar e desmonte neoliberal, com uso do negacionismo, da retórica antiestablishment e do terrorismo simbólico contra a oposição. Conclui-se que a categoria de Marini é fundamental para compreender os novos autoritarismos na periferia do capitalismo e pensar alternativas políticas a essa configuração do poder.

The analysis further elucidates the radicalization of the State of Counterinsurgency through a potent mix of military authoritarianism, neoliberal dismantling, strategic use of negationism, anti-establishment rhetoric, and symbolic terrorism against opposition. The contribution of this work lies in its robust application of Marini's category to understand the nuanced expressions of new authoritarianisms in the periphery of capitalism. By tracing the historical echoes of counterinsurgency strategies in Brazil's recent political dynamics, the paper offers valuable insights into the resilience and adaptability of such formations. Its conclusion, emphasizing the foundational utility of Marini's framework for both comprehension and for conceiving political alternatives, underscores its practical as well as theoretical significance. This promises to be an essential contribution to the literature on Latin American politics, critical theory, and the global phenomenon of democratic backsliding, meriting publication.
