Introduction

Desain tata kelola teknologi informasi universitas lampung menggunakan cobit 2019 dan prinsip good university governance. Rancang tata kelola TI Universitas Lampung dengan COBIT 2019 & Good University Governance. Tingkatkan transparansi, akuntabilitas, dan kualitas pengelolaan TI untuk mencapai tujuan strategis universitas.

Abstract

Penelitian ini bertujuan untuk merancang tata kelola teknologi informasi (TI) yang efektif di Universitas Lampung (Unila) dengan menggunakan kerangka kerja COBIT 2019 yang terintegrasi dengan prinsip Good University Governance (GUG), guna mendukung pencapaian tujuan strategis universitas secara maksimal dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif dengan tahapan perencanaan, pemeriksaan lapangan, analisis data, dan penyusunan desain tata kelola TI. Data dikumpulkan melalui wawancara, kuesioner, dan analisis dokumen relevan, serta menggunakan Toolkit COBIT® 2019 Design Guide untuk menentukan prioritas dan level kepentingan setiap objektif. Proses ini melibatkan identifikasi dan pemetaan visi, misi, stakeholder needs, prinsip GUG, serta tujuan strategis organisasi dengan Enterprise Goals (EG) COBIT 2019. Dari hasil identifikasi dan pemetaan, penelitian ini memperoleh 9 Enterprice Goals (EG), 11 Alignment Goals (AG) dan 39 Governance and Management Objectives (GMO). Dari 39 GMO tersebut kemudian dianalisis berdasarkan tingkat kepentingannya menggunakan faktor desain COBIT 2019, dan diperoleh 5 objective (objektif) dengan target capability level 4, 9 objektif capability level 3 dan 9 objektif capability level 2. Seluruh objektif prioritas target yaitu capability level 4 seluruhnya berupa management objective yaitu APO13, BAI10, DSS02, DSS04, DSS05. Objektif yang diperoleh beserta capability level targetnya tersebut menjadi desain tata kelola TI di Universitas Lampung. Desain tata kelola TI yang dikembangkan memberikan panduan yang jelas bagi Unila dalam mengelola sumber daya TI secara efektif dan sesuai dengan prinsip-prinsip GUG. Dengan penerapan desain ini, diharapkan dapat meningkatkan transparansi, akuntabilitas, dan kualitas pengelolaan TI, serta mendukung pencapaian visi dan misi Unila secara efisien dan berkelanjutan.
