Abstract

Abstrak: Ibadah haji adalah ibadah wajibnya umat islam (bagi orang yang mampu) dan termasuk rukun islam yang ke 5, Masa tunggu pelaksanaan Ibadah haji sangat lama sehingga menjadikan umrah (haji kecil) sebagai alternatif untuk melaksanakan ibadah ke tanah suci mekkah. Kehadiran beragam biro perjalanan sebagai penyelenggara perjalanan ibadah umrah di Indonesia (PPIU) adalah pilihan utama dalam melaksanakan ibadah umrah. Banyak masalah pelayanan dan perlindungan jemaah oleh penyelenggara perjalanan ibadah haji dan umrah, hal ini semakin diperburuk dengan kasus penipuan yang melibatkan biro perjalanan haji dan umrah di pekanbaru. Penelitian ini bertujuan untuk menganalisis pengawasan terhadap Penyelenggara Perjalanan Ibadah Umrah (PPIU) di Kota Pekanbaru. Metode yang digunakan dalam penelitian ini adalah kualitatif melalui wawancara mendalam dengan Kasi Haji dan Umrah Kementrian Agama Provinsi Riau. Hasil penelitian menunjukkan bahwa pengawasan PPIU di Kota Pekanbaru oleh Kementerian Agama Kota Pekanbaru dan Kementerian Agama Provinsi Riau belum optimal. Hal ini disebabkan jenis pengawasan rutin belum sepenuhnya dilaksanakan dengan baik, terutama terkait dengan Inspeksi Lapangan, karena satuan tugas untuk memantau langsung ke lapangan belum berjalan sebagaimana mestinya. Kata Kunci: Analisis; Pengawasan; PPIU   Abstract: The Hajj pilgrimage is a mandatory worship for Muslims (for those who are able) and is included in the 5th pillar of Islam. The waiting period for the implementation of the Hajj pilgrimage is very long, making Umrah (minor hajj) an alternative to performing the pilgrimage to the holy land of Mecca. The presence of various travel agencies as organizers of Umrah pilgrimage trips in Indonesia (PPIU) is the main choice in performing the Umrah pilgrimage. There are many problems with the service and protection of pilgrims by the organizers of the Hajj and Umrah pilgrimage trips, this is further exacerbated by cases of fraud involving Hajj and Umrah travel agencies in Indonesia, especially in Pekanbaru. This study aims to analyze the supervision of Umrah Pilgrimage Travel Organizers (PPIU) in Pekanbaru City. The method used in this study is qualitative with a descriptive approach through in-depth interviews with the Head of Hajj and Umrah Section of the Ministry of Religion of Riau Province. The results of the study indicate that the supervision of PPIU in Pekanbaru City by the Ministry of Religion of Pekanbaru City and the Ministry of Religion of Riau Province is not optimal. This is because the type of routine supervision has not been fully implemented properly, especially related to Field Inspection, because the task force to monitor directly in the field has not run properly. This research is timely and significant, offering insights into a critical aspect of religious tourism and consumer protection within the Indonesian context. The methodology employed is a qualitative descriptive approach, utilizing in-depth interviews with a key informant, the Head of Hajj and Umrah Section of the Ministry of Religion of Riau Province. This approach is appropriate for gaining a nuanced understanding of the supervisory mechanisms and their shortcomings from an authoritative perspective. The core finding reveals that supervision of PPIU by both the Pekanbaru City and Riau Province Ministries of Religion is not optimal. The abstract further elaborates on this, attributing the sub-optimality to inadequate routine supervision, specifically a failure in conducting field inspections due to an ineffective task force. This provides a concrete reason for the identified deficiencies, pointing to a systemic issue rather than isolated incidents. While the abstract clearly articulates the problem and the immediate findings, a more detailed discussion of the specific challenges faced by the task force or the broader policy implications would enhance its impact. The study successfully identifies a critical gap in regulatory enforcement, particularly regarding on-the-ground monitoring of PPIU activities. The findings strongly suggest an urgent need for the Ministry of Religion at both provincial and city levels to re-evaluate and strengthen their supervisory frameworks, with a particular focus on operationalizing and empowering field inspection teams. Future research could expand upon these findings by exploring the perspectives of PPIU operators and pilgrims, or by proposing concrete strategies for improving the effectiveness of supervisory task forces.
