Hadirnya pedagang kaki lima (PKL) di ruang publik kerap menimbulkan konflik antara kebutuhan tata ruang kota dan kepentingan ekonomi sektor informal. Penelitian ini menganalisis strategi komunikasi Diskopdagperin dalam program relokasi PKL di Jalan Siliwangi, Kabupaten Kuningan, menggunakan model P-Proses. Penelitian ini menganalisis strategi komunikasi Diskopdagperin dalam program relokasi PKL di Jalan Siliwangi Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara, dokumentasi, dan observasi. Model P-Proses meliputi lima tahap: riset dan analisa, desain strategis, pengembangan dan uji coba, implementasi dan monitoring, serta evaluasi dan perencanaan ulang. Hasil penelitian menunjukkan bahwa keberhasilan relokasi dipengaruhi oleh komunikasi yang partisipatif dan dialogis. Keterlibatan PKL dan Ketua Paguyuban menjadi faktor penting, serta komunikasi interpersonal yang informal meningkatkan kepercayaan antara pemerintah dan PKL. Meskipun program relokasi dinilai berhasil, masih ada beberapa catatan perbaikan pasca relokasi, terutama terkait pendapatan, pemberdayaan berkelanjutan, dan fasilitas. Temuan ini menegaskan bahwa model P-Proses efektif digunakan sebagai strategi komunikasi dalam pengelolaan ekonomi sektor informal yang adaptif terhadap konteks lokal.
This paper, "Analisis Model P-Proses Dalam Komunikasi Pedagang Kaki Lima Pada Program Relokasi," addresses a highly pertinent issue at the intersection of urban planning and informal sector economics: the often-contentious relocation of street vendors. This underscores the P-Proses model's efficacy in guiding communication efforts that are adaptive and context-sensitive, particularly in managing the informal economy. While the relocation program was broadly deemed successful, the research thoughtfully identifies critical areas for ongoing improvement post-relocation, notably concerning vendor income stability, sustainable empowerment initiatives, and enhancements to facilities. Overall, this study makes a significant contribution by empirically demonstrating the effectiveness of the P-Proses model as a strategic communication framework for managing sensitive urban development issues. Its emphasis on participatory and dialogical approaches offers a robust template for other municipalities grappling with similar challenges. While the paper clearly highlights the success and areas for improvement, future research could benefit from a more granular exploration of *how* each stage of the P-Proses model specifically addresses or mitigates post-relocation challenges, perhaps through a longitudinal study tracking the long-term impact on vendor livelihoods and empowerment. Nevertheless, this work provides a compelling case for human-centered communication in public policy, making it a valuable resource for urban planners, policymakers, and communication scholars alike.
