Abstract

This study aims to analyze the utilization of village websites in improving public services in Margo Mulyo Village, Central Bengkulu. Using a qualitative case study approach, data were collected through interviews, observations, and documentation, and then analyzed with Miles and Huberman’s content analysis stages. The findings reveal that although the website is available, its use remains low due to limited digital literacy, unstable internet access, and people’s preference for direct services. The technology adoption process is still in the early stages according to the diffusion of innovation theory. Theoretically, this research contributes by enriching the discourse on digital transformation in rural public services and expanding the diffusion of innovation framework with socio-cultural factors. Practically, it provides recommendations for local governments and village officials to strengthen training, socialization, and infrastructure as a strategy for inclusive and sustainable digital governance in villages.

Review

The study "Adopsi Website Desa dalam Transformasi Digital Pelayanan Publik: Studi Kasus Desa Margo Mulyo" offers a highly relevant and insightful exploration into the complexities of digital transformation at the grassroots level. By focusing on Margo Mulyo Village in Central Bengkulu, the research critically analyzes the utilization of village websites in improving public services. Its central revelation – that despite website availability, adoption remains low due to limited digital literacy, unstable internet access, and a preference for traditional direct services – underscores significant challenges in bridging the digital divide in rural areas. This finding positions the paper as a crucial contribution to understanding the nuanced realities of implementing digital public services in developing regions. Methodologically, the paper demonstrates robustness through its qualitative case study approach, meticulously gathering data via interviews, observations, and documentation, and employing Miles and Huberman’s systematic content analysis. This ensures a deep and contextualized understanding of the barriers to adoption. Theoretically, the study makes a commendable contribution by enriching the discourse on digital transformation in rural public services and, more significantly, by expanding the established Diffusion of Innovation framework to explicitly incorporate crucial socio-cultural factors. Practically, the research delivers actionable recommendations for local governments and village officials, advocating for enhanced training, socialization, and infrastructure development, which are essential for fostering inclusive and sustainable digital governance. While providing a strong foundation, the abstract hints at areas for further elaboration within the full paper. As a single case study, the generalizability of its findings, while deeply insightful for the specific context, might be a consideration for broader policy implications. The mechanism by which "socio-cultural factors" specifically expand or modify the Diffusion of Innovation framework could benefit from more explicit conceptual detailing. Future research could build upon this initial assessment by conducting comparative studies across diverse rural settings to identify commonalities and unique challenges, or by exploring longitudinal studies to track the evolution of adoption and the effectiveness of proposed interventions over time.
