Given these critical shortcomings, I recommend that this submission be rejected in its current form. If the author intended to submit a *conference announcement*, it would need to be structured as such, providing details about the call for papers, keynotes, themes, and registration. If the intent is genuinely to publish a *post-conference report*, it must be submitted *after* the event has taken place and include a comprehensive summary of its proceedings, discussions, and perhaps its impact. As it stands, this submission does not meet the basic criteria for publication in a scholarly journal.
