Abstract

The potential for zakat in Jawa Barat in 2024 is Rp 26.6 trillion, which is a very large potential. However, the collection of zakat funds managed by zakat administrators under the BAZNAS regulator in the same year was only able to collect zakat, infaq, and sadaqah amounting to 1.9 trillion rupiah, or 7.1 percent of the existing zakat potential. Based on several pieces of literature, factors influencing the low decision-making of zakat payers are the low quality of amilin services, lack of zakatt literacy,and muzakkis legal awareness, which is still not optimal. The decisions of the zakat payer (muzakki) to pay zakat greatly influences the well-being of the recipients (mustahiq). This study aims to determine the influence of amilin service quality, zakat literacy, and legal awareness on muzakki's decision to pay zakat and the welfare of mustahiq. This research method uses a quantitative research type. The research subjects are zakaat payer (muzakki) and zakatrecipient (mustahiq) from the-Muslim community at BAZNAS city and district offices in Jawa Barat. The type of datta used is primary data, with data collection technique using questionaire distributed,to 100 respondentts in six cities in Jawa Barat. The data analysiss techniq uses the SEM-PLS method. The conclusion of this study successfully prove that the service quallity variable of amilin has a significant posittive effects on the variable of muzakkis decision to pay zakat. It was proven that the variables of zakat, literacy and legal awareness have a significant positive influences onthe variable-of muzakki's decision to pay zakat. For the decision variables of the zakat payer (muzakki) paying zakat, it is proven to have a significantly positive effect on the welfare variable. The services qualitty variabel 'amilin' has a positiive but insignificant effect on welfare. Thevariable of zakat literacy was proven to have a neghative and insingificant effects on the variable of welfare. The variable of legal awareness has been proven to have a positive and significants effects on the variable of well-being.

This study tackles a highly pertinent issue concerning the substantial gap between the immense zakat potential and its actual collection in Jawa Barat, with only 7.1% of a Rp 26.6 trillion potential being realized. The authors effectively frame the problem by identifying low amilin service quality, inadequate zakat literacy, and suboptimal legal awareness as critical factors influencing muzakki payment decisions, based on existing literature. The research sets out with a clear objective: to determine how these variables impact muzakki's decision to pay zakat and, consequently, the welfare of mustahiq, thereby contributing valuable insights into strategies for enhancing the efficiency of zakat management and distribution within the region. Utilizing a quantitative research design, the study gathered primary data through questionnaires distributed to 100 muzakki and mustahiq respondents across six cities in Jawa Barat. The data was subsequently analyzed using the SEM-PLS method. The findings largely support the initial hypotheses regarding zakat payment decisions: amilin service quality, zakat literacy, and legal awareness all demonstrated a significant positive effect on muzakki's decision to pay zakat. Crucially, this decision to pay zakat was also found to have a significantly positive effect on mustahiq welfare. However, the study presented more nuanced results concerning direct effects on welfare: amilin service quality showed a positive but insignificant effect, while zakat literacy surprisingly exhibited a negative and insignificant effect on welfare. In contrast, legal awareness was proven to have a positive and significant impact on well-being. While the study offers important contributions to understanding zakat dynamics, certain aspects warrant closer examination. The sample size of 100 respondents, spread across six distinct cities/districts in a large province like Jawa Barat, may be relatively small and could limit the generalizability of the findings to the broader population. More critically, the unexpected discovery of a negative and insignificant effect of zakat literacy on welfare, alongside the positive but insignificant effect of amilin service quality on welfare, presents counter-intuitive outcomes that necessitate further qualitative investigation or deeper theoretical elaboration. Future research could enhance robustness by employing a larger, more diverse sample and incorporating mixed-methods approaches to explore these complex relationships, particularly to elucidate how improved literacy can more directly translate into tangible welfare improvements for recipients. Nevertheless, the study successfully underscores the pivotal role of amilin service quality, literacy, and especially legal awareness in stimulating zakat payment decisions and ultimately influencing mustahiq welfare.
