Strategi dpmptsp dalam pemberdayaan umkm melalui pendampingan pengurusan spp-irt di kota surabaya. DPMPTSP Surabaya empowers MSMEs by assisting with SPP-IRT certification, boosting legality & competitiveness. Analyze strategies, challenges, and recommendations for sustainable growth.
This study aims to analyze the role of the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) in empowering Micro, Small, and Medium Enterprises (MSMEs) through assistance in obtaining Home Industry Food Production Certificates (SPP-PIRT). MSMEs, as a crucial pillar of the local economy, require business legality to expand market access and enhance competitiveness, especially in facing global economic challenges. One form of legality required is SPP-PIRT, which ensures the quality and safety of food products. The research employs a descriptive qualitative approach, with data collection techniques including interviews, observations, and documentation. The findings reveal that DPMPTSP Surabaya has implemented various strategies to raise MSME awareness about the importance of business legality through socialization, training, and technical assistance. The results indicate a significant increase in the number of SPP-PIRT certificates issued, particularly in 2022 and 2023. However, a sharp decline in 2024 highlights challenges in sustaining the assistance program. Through SWOT analysis, the study identifies DPMPTSP's strengths, such as government support and technological infrastructure, while also uncovering weaknesses related to MSMEs' dependency on assistance. It is recommended that DPMPTSP enhance sustainable training programs, strengthen collaboration with stakeholders, and adopt more adaptive and continuous assistance approaches to boost MSME competitiveness in Surabaya.
This study addresses a highly pertinent topic in local economic development, focusing on the strategies employed by DPMPTSP in Surabaya to empower Micro, Small, and Medium Enterprises (MSMEs) through crucial assistance in obtaining Home Industry Food Production Certificates (SPP-PIRT). The clear objective to analyze DPMPTSP's role in this context is well-articulated, and the descriptive qualitative approach, utilizing interviews, observations, and documentation, appears suitable for gaining in-depth insights into the operational strategies. The identification of various awareness-raising tactics, including socialization and training, along with the observed increase in SPP-PIRT issuance in 2022 and 2023, points to the initial success and practical relevance of these initiatives. The research effectively highlights the importance of business legality for MSME competitiveness, making a valuable contribution to understanding local government efforts in supporting vital economic pillars. While the study offers valuable insights into DPMPTSP's strategies and their positive impact, particularly the significant increase in certificate issuance, the abstract also reveals a critical finding: the "sharp decline in 2024." This specific observation presents an intriguing challenge and a potential focal point for deeper analysis that the abstract only briefly touches upon as a "challenge in sustaining the assistance program." For a qualitative study, understanding the *reasons why* this decline occurred – from the perspectives of both DPMPTSP and MSMEs – would significantly strengthen the findings. Furthermore, while a SWOT analysis is mentioned as a method for identifying strengths and weaknesses, the abstract could benefit from more detail on *how* this analysis was conducted within the qualitative framework (e.g., derived from interview data, expert consensus), ensuring methodological rigor. The identified weakness of MSMEs' dependency on assistance is a crucial insight that warrants further qualitative exploration into its root causes and implications for long-term sustainability. The recommendations provided, such as enhancing sustainable training programs, strengthening collaboration with stakeholders, and adopting more adaptive and continuous assistance approaches, are highly commendable and directly address the challenges identified. These recommendations offer practical pathways for DPMPTSP to foster greater self-sufficiency and resilience among Surabaya's MSMEs. For future research, it would be beneficial to conduct a follow-up study specifically investigating the underlying factors contributing to the 2024 decline, perhaps incorporating a longitudinal perspective or a comparative analysis with other regions. Exploring the long-term economic impact of SPP-PIRT beyond mere issuance numbers, such as increased market access or revenue generation for MSMEs, would further solidify the study's contribution. Overall, this research provides a timely and important assessment of local government strategies for MSME empowerment, offering actionable insights for policymakers and practitioners aiming to enhance the competitiveness of micro, small, and medium enterprises.
