Abstract

Dalam tatanan pemerintahan Negara Republik Indonesia, daerah Indonesia dibagi menjadi daerah besar dan daerah kecil. Desa atau kelurahan adalah tingkat pemerintahan terendah. Dalam hal ini, pemerintahan Desa Warsa Biak Utara Kabupaten Biak Numfor merupakan bagian dari sistem penyelenggaraan pemerintahan nasional, dengan pemerintah Kabupaten Biak Numfor langsung di bawahnya. Undang-undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah telah melakukan banyak hal untuk meningkatkan kesejahteraan masyarakat melalui pelayanan yang baik dan kinerja yang optimal secara langsung dan transparan. Dengan otonomi daerah, pemerintah daerah dapat lebih memperhatikan daerah terpencil dalam rangka pemerataan pembangunan. Pemerataan pembangunan dalam bidang pertanian dan pendidikan, khususnya di desa yang tepat sasaran, akan meningkatkan partisipasi masyarakat. Dalam hal ini, mitra desa hanya menyediakan agen independen untuk mengawasi pemerintahan dan pelayanan publik desa. Terlepas dari fakta bahwa BPD (Badan Pemusyawaratan Desa) atau bamuskam (badan musyawarah kampung) sudah ada di desa. Melalui pengabdian masyarakat ini mahasiswa melakukan sosialisasi melalui metode ceramah.
